Position: COMMUNITY DEVELOPMENT MANAGER

Unclassified Position In The Department Of The Community Development

The purpose of this classification is to oversee the financial and program administration and contract compliance activities of Community Development Block Grant (CDBG), Neighborhood Stabilization Program (NSP), and/or HOME program projects. Responsibilities include managing assigned staff, identifying eligible development projects, recommending funding, and preparing grant proposals. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: participates in hiring and termination decisions; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees, management and funding sources; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Oversees the administration and contract compliance management of federal and local grant funds provided for community development;
Community Development Block Grant (CDBG), Neighborhood Stabilization Program (NSP), HOME programs, and/or housing projects within Fulton County and its municipalities; monitors and ensures compliance with all grant conditions by sub-recipients and authorizes payments.

Prepares, updates, and amends cooperative agreements: manages planning, announcements, applications, awards, monitoring, reporting, training and compliance of cooperative agreements for housing projects; prepares amendments as necessary; and ensure all updates for cooperative agreements for sub-recipients during all phases.

Assists in developing policies and procedures to govern grants and programs: develops action plans and creates strategies and methods for establishing policy for projects. Identifies eligible single and multi-family development projects and recommends funding: conducts evaluation and ranking of proposals; estimates projected funding and budgets; and prepares grant proposals and recommendations for federal funding.

Prepares annual and long-term budgets for assigned division, monitors expenditures, and recommends increases in funding levels to support divisional activities and program services. Processes a variety of documentation associated with department/division operations, within designated time frames and per established procedures: receives and reviews various documentation, including reimbursement requests; funding awards, spreadsheets, contractual documents, annual grant funding information, Consolidated Plan, and performance reports;

reviews, completes, processes, forwards or retains as appropriate.

Prepares, completes and/or presents various forms, reports, correspondence, and other documentation, including monthly activity reports, programmatic charts and matrixes, statistical analysis through Excel project tracking databases, performance appraisals, needs assessment surveys, and BOC Agenda Item Amendments; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Provides financial management of grant-funded projects, including preparing operating budgets, reports, and cost allocations; managing expenses; and ensuring appropriate audit controls. Consults with and serves as a County liaison to governmental funding agencies. Communicates with State agencies, housing authorities, real estate professionals, lending institutions, County officials, supervisor, other employees, clients, third party service contractors, laborers, the public, and other individuals as needed to initiate and execute community development, coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Housing and Community Development; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Performs other related duties as required.
