Summary As a Traffic Management Specialist (COTR), you will identify, respond, and resolve various situations relating to GSA's supply chain and movement of customer orders world-wide.

You will perform the following duties
:

  • Plans, coordinates, and evaluates overall policies, procedures, and objectives as related to the transportation management program function. Issues program direction and guidelines as required for civilian and military agencies use regarding the transportation program. Assures full Global Supply processing capability as needed in a variety of settings to assure mission success.
  • Reviews and evaluates any new transportation legislative proposals forwarded for comment and develops recommendations and comments on all incoming legislative proposals. Resolves controversial and complex program issues and serves as a troubleshooter to clarify any misinterpretations of agency policies, regulations or procedural language.
  • Participates in Interagency Transportation Management Committee meetings, interagency study groups, conferences, seminars, study groups. Prepares high level correspondence in response to Congressionals, Freedom of Information Act requests etc., as directed, as well as on own initiative; prepares press releases, fact sheets, decision papers, speeches, etc., as necessary.
  • Independently conducts extensive research and data analyses of current and proposed transportation programs, thereby achieving maximum effectiveness nationwide. Reviews, analyzes and evaluates Government Accountability Office (GAO) and General Services Administration (GSA) Office of Audit Reports and other external/internal decisions made for their impact on transportation management policies and programs of the Government.
  • Works closely with Acquisition Staff in the development of performance based statements of work and requirements definitions for transportation programs and serves as the Contracting Officer's Technical Representative (COTR) on a variety of transportation programs.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
