Overview

Position is contingent upon contract award.

The Quality Assurance (QA) Specialist provides independent quality oversight across program management, IT services, information security, governance, and reporting activities supporting NCEH/ATSDR. This role ensures that all deliverables, processes, documentation, and services meet CDC, HHS, OMB, and contractual requirements, with a strong focus on EPLC compliance, information security artifacts, and operational consistency.

The QA Specialist supports continuous process improvement, risk reduction, and audit readiness by validating outputs before submission to leadership, governance boards, or external oversight bodies.

Responsibilities

Quality Assurance & Compliance Oversight

  • Develop, maintain, and execute a Quality Control Plan (QCP) aligned with contract requirements and QA best practices.
  • Perform quality reviews of deliverables to ensure compliance with:
    • Enterprise Project Lifecycle (EPLC)
    • Capital Planning and Investment Control (CPIC)
    • CDC, HHS, and OMB standards
  • Validate consistency, completeness, and accuracy of contract deliverables prior to submission.

Deliverable & Documentation Review

  • Conduct QA reviews for:
    • Monthly Status Reports (MSRs)
    • Task Summary Reports (TSRs)
    • Quarterly Risk and Issue Tracking reports
    • EPLC artifacts (plans, schedules, governance packages)
    • System documentation and operational reports
  • Ensure deliverables adhere to required formats, templates, timelines, and approval workflows.
  • Track and document review findings, corrective actions, and resolution status.

Process Improvement & Risk Management

  • Identify trends, risks, gaps, and systemic quality issues across contract activities.
  • Recommend process improvements to enhance efficiency, consistency, and compliance.
  • Support risk identification, mitigation tracking, and quality trend analysis.
  • Validate that corrective actions are implemented effectively.

Information Security & IT Services Quality Support

  • Support QA reviews of information security deliverables, including:
    • Security documentation artifacts
    • POA&M tracking
    • Vulnerability and compliance reporting (as applicable)
  • Validate service desk and operational processes for completeness, documentation quality, and adherence to SOPs.
  • Assist in maintaining audit ready documentation for internal and external reviews.

Collaboration & Reporting

  • Work closely with Program Managers, Business Analysts, Info Sec staff, and IT Services personnel to resolve quality issues.
  • Provide written QA assessments and summary findings for leadership.
  • Participate in governance meetings as needed to support quality discussions and continuous improvement efforts.
Required Technical & Professional Skills

Quality & Process Expertise

  • Quality assurance methodologies and best practices
  • Experience developing and maintaining Quality Control Plans
  • Risk and issue tracking and reporting
  • Process assessment and improvement

Documentation & Tools

  • Strong experience reviewing content developed in:
    • Microsoft Word, Excel, Power Point
    • SharePoint (document libraries, version control)
  • Familiarity with structured reporting cycles (monthly, quarterly, annual)

Compliance & Governance Knowledge

  • Understanding of:
    • EPLC and CPIC processes
    • Federal IT governance environments
    • IT compliance and documentation standards
  • Experience working within federal government or highly regulated environments
Required Experience
  • 5+ years of experience in Quality Assurance, Compliance, or Process Oversight
  • Demonstrated experience supporting:
    • IT programs or enterprise systems
    • Documentation heavy and compliance driven contracts
  • Experience reviewing technical and non technical deliverables
  • Experience supporting multi stakeholder environments
Preferred Qualifications
  • Experience supporting CDC, HHS, or other federal health agencies
  • Familiarity with information security, privacy, or governance documentation
  • Experience supporting labor hour or time and materials contracts
  • Prior involvement in audits or inspection readiness activities
  • Understanding of Section 508 and accessibility considerations (preferred)
