Technical Program Manager – Data Center PDI Program and Product Portfolio Overview

We are seeking a Technical Program Manager to support the construction design management team across its program and product portfolio. This position plays a vital role in project execution by assisting with program support, project controls, risk management, documentation, and cross‑functional coordination.

This resource will need to integrate multiple programs into a single schedule. These programs will have interdependencies that need to be managed. It’s a fast‑paced environment with accelerated schedules.

Qualifications
  • Construction design management experience.
  • Understanding of risk management and change control principles.
  • Experience supporting technical or engineering programs/projects.
  • Strong organizational skills with attention to detail.
  • Excellent communication and stakeholder coordination abilities.
  • Comfortable working in highly cross‑functional environments.
  • Proficient with document management and collaboration tools.
  • Scheduling experience managing complex program schedules with platforms such as Primavera P6 or comparable platforms such as Asta Power project, Planera, Touchplan, etc.
  • Familiarity with PDI practices and tools (e.g., AODocs, Buganizer, DCIP).
Key Responsibilities I. General Practices and Expectations
  • Support the GPOR and Product teams in achieving business objectives.
  • Actively manage project risks, foster stakeholder collaboration, and ensure timely communication and issue escalation.
  • Coordinate closely with Program and Product TPMs to maintain alignment and consistency.
  • Conduct weekly check‑ins, maintain and update risk logs, and participate in risk workshops.
  • Provide support to TPMs by taking meeting minutes, tracking action items, and maintaining project documentation.
II. Program and Product Support
  • Technical Support: Assist engineering and design meetings across the NASA PDI portfolio.
  • Documentation Management: Ensure end‑to‑end documentation is organized, version‑controlled, and accessible to relevant stakeholders for site readiness.
  • Change Management: Support Change Control Boards (CCBs), Technical Assessments (TAs), Process Approvals (PAs), Engineering Bulletins (EBs), bug tracking, and checklist management.
  • Meeting Coordination: Schedule and chair technical meetings, document discussions, track actions, and flag risks in collaboration with TPMs.
  • Risk Management: Proactively manage and elevate risks, facilitate mitigation planning with stakeholders.

    Collaboration:

    Attend design reviews, update stakeholders, and ensure clear communication across departments.
III. Documentation Closeout
  • Completeness: Ensure all required project documentation is finalized and indexed properly.
  • Accuracy: Review documents for completeness, accuracy, and compliance; maintain strict version control.
  • Coordination: Collaborate with Document Control (DCKM) for aligned document delivery and repository updates.
  • Readiness Planning: Develop and follow a document readiness schedule in coordination with the TPM to meet delivery timelines.
  • Accessibility & Security: Maintain a centralized, secure document repository (e.g., DCIP, AODocs) with appropriate access controls.
  • Knowledge Transfer: Capture lessons learned and facilitate smooth documentation handover to operations.
IV. Tools and Processes

Familiarity or proficiency with the following tools:

  • Document Management: AODocs, DCIP, DDI, PILs folder structures
  • Bug & Issue Tracking: Buganizer
  • Risk Management: Risk workshops, risk logs, escalation practices
  • Change Management: EBs, TAs, PAs, CCBs
  • Project Governance: PLC checklists, product lifecycle tracking
Estimated Compensation

Estimated Minimum Rate: $60.00 / hour. Estimated Maximum Rate: $90.00 / hour.
