Senior Business Analyst – Court Case Management System

We are supporting a large‑scale initiative to modernize the court operations through the development of a statewide, secure, cloud‑based Case Management System
. This platform will streamline data exchange, reporting, and judicial processes across multiple courts and justice agencies.

We are seeking an experienced Senior Business Analyst (BA) to work closely with business partners, IT teams, and vendors to define requirements, design workflows, and ensure successful system integration
. The ideal candidate will have a strong background in data integration, API requirements, and system analysis
, along with excellent communication and documentation skills.

• Act as a liaison between business users and IT teams
  , ensuring business needs are clearly defined and accurately implemented.
• Gather, analyze, and document functional and non‑functional requirements for multiple projects.
• Participate in all phases of the Software Development Life Cycle (SDLC) including requirements verification, design, testing, and user acceptance.
• Define and document API service calls
  , including request/response formats and data mappings.
• Create and maintain use cases, user stories, screen designs, process flow diagrams, and data flow charts
  .
• Collaborate with developers and integration teams to ensure technical solutions meet business goals.
• Develop user guides, training materials, and change management documentation
  .
• Lead and facilitate requirements workshops, stakeholder meetings, and user acceptance testing (UAT) sessions.
• Manage timelines, deliverables, and ensure project milestones are achieved on schedule.

• Bachelor’s degree in Computer Science, Information Systems, or equivalent professional experience.
• 5+ years of experience as a Business Analyst, including 3+ years in data integration or enterprise system projects.
• Strong experience in API definition and collaboration with development teams.
• Advanced knowledge of requirements elicitation, business modeling, and use case design.
• Proficiency with Lucidchart (process flow and data flow design) and JIRA (user stories and tracking).
• Familiarity with SDLC methodologies (Agile, Scrum, or Waterfall).
• Excellent communication, facilitation, and problem‑solving skills.

• Experience working in state or local government
  , ideally within court or criminal justice systems.
• Knowledge of case management systems or judicial processes.
• PMP or ITIL Foundation certification.
• Experience with Agile delivery frameworks and multi‑system data integrations.

• Strong analytical and critical‑thinking skills.
• Ability to translate complex data flows into clear visual representations.
• Highly organized, proactive, and detail‑oriented.
• Ability to work effectively in cross‑functional project teams.
