Jacobs is seeking a highly‑motivated International Code Council (ICC)
Certified Chief Building Official to join our Municipal Services Team in North Metro Atlanta, GA
. In this role, you'll manage and direct the programs and activities of the Building Division within the Community Development Department that includes permit processing and plan review functions to ensure compliance with adopted local and state codes, including the International Building, Plumbing, and Mechanical Codes, and the National Electrical Code, as well as federal, state and local ordinances, standards, policies, and laws.

The position provides fiscal oversight for the program budget and directs a staff of professional and technical employees.

Essential Duties And Responsibilities
  • Manage the review of commercial and residential projects for compliance with building codes, City ordinances and State laws.
  • Coordinate, enforce, and provide specialized assistance for inspection of all work authorized by permit on commercial and single‑family residences to assure conformity to approved plans and applicable ordinances, codes, laws and procedures.
  • Determine completeness and accuracy of building permit applications and review for code and standards conformance.
  • Authorize the issuance of Building Permits.
  • Coordinate technical reviews and serve as City liaison to customers.
  • Respond to field emergencies and coordinate appropriate response.
  • Issue and authorize “Stop Work” orders and “Unsafe for Occupation” notices.
  • Conduct pre‑application and pre‑construction meetings, as necessary.
  • Review and approve proposed alternative materials and methods of construction.
  • Review requests and grant permission for Private Engineers to perform, After‑the‑Fact Inspections.
  • Serve as staff advisor and liaison to the Construction Board of Appeals.
  • Regularly review computer database records to maintain an efficient flow of work to the Building Plan Reviewers; ensure software systems are used properly and to the best of their ability.
  • Work with the City Attorney and other staff on difficult code compliance and interpretations.
  • Receive complaints and inquiries from customers relative to construction conditions or activities in the community.
  • Gather pertinent data, evaluate the facts of situations, and attempt to handle complaints and inquiries at first contact.
  • Interpret and enforce building, mechanical, plumbing, electrical, fire safety, and energy codes.
  • Represent the City at building code conferences and informational meetings.
  • Manage department employees, specifically a building inspector and permit technician, including conducting performance evaluations, interviewing prospective employees, making decisions related to promotions, approving employee training, and administering disciplinary actions.
  • Collaborate and coordinate with the Community Development department on building and construction issues and topics.
  • Provide a seamless building and construction review process that delivers quick turnaround and a clear approval process and forms.
  • Report to the Community Development Director and Deputy Director with weekly meeting tracking Key Performance Indicators and highlighting ways to provide excellent customer service.
  • Represent the building department to the community.
  • Host educational and outreach events for the community, including property owners and builders.
  • Initiate and manage special projects for the Department.
  • Perform other similar duties as assigned.
Here’s what you’ll need
  • Bachelor’s degree in Engineering, Architecture, Construction Technology or related field, or 10 years of building, architecture or construction experience in lieu of the degree.
  • Seven (7) years of experience in engineering, architecture or construction as a contractor, superintendent or an inspector.
  • Three (3) years of supervisory experience.
