Serves as the Library Services and Technology Act (LSTA) Director, overseeing the management of federal funding from the Institute of Museum and Library Services (IMLS) through the Grants to States Program. Responsible for the administration of agency-level grants, including discovery, development, management, and reporting. Collaborates with all department directors at GPLS to ensure effective budget management, compliance with LSTA rules, regulations, and cost principles, and alignment of all expenditures with the GPLS five-year plan.
Provides consultation and training to support public libraries, including directors, finance directors, and program directors, in planning and managing grants.
Serves as the Library Services and Technology Act (LSTA) Coordinator and is responsible for managing the federal funding budget from the Institute of Museum and Library Services (IMLS) through the Grants to States Program. Collaborates with the Assistant Vice Chancellor of Library Finance and the GPLS leadership team on the overall agency budget. This includes analyzing priorities, making recommendations to leadership, and ensuring the annual budget meets agency goals while maintaining compliance with federal allowability and cost principles.
Aligns the agency's budget with the LSTA Five-Year Plan and oversees annual reporting and assessment through the State Program Report (SPR). Acts as the official LSTA Coordinator, working closely with IMLS to stay informed on best practices and evolving priorities under the current federal administration. Ensures understanding and adherence to federal program requirements, reporting standards, and coordination of the agency's LSTA Five-Year Plan and annual SPR submissions.
Partners with state and national organizations on grant initiatives, directing programs that benefit libraries and the communities they serve. Administer agency-level departmental subgrants, including consulting on proposal development, tracking awards, assisting with setup and monitoring, collecting data for reporting, and troubleshooting issues. Coordinate subgrant awards to public libraries in collaboration with GPLS directors. Provide training on best practices for grant development and management to support public libraries.
Work with the Assistant Vice Chancellor of Library Finance to monitor compliance and assess subgrantee audit risks as required by IMLS. Monitor federal grant requirements and serve as the agency contact and subject matter expert for SAM.gov.
- Manages USDA construction grants awarded to libraries.
- Master's degree required
- Over three years of related
- Master's degree required, MLIS, MPA, MAcc, or MBA preferred.
- Over three years of related program management experience strong preferred.
- Library experience preferred but no required.
- Strong knowledge of federal grant administration, including LSTA rules, cost principles, and compliance requirements.
- Expertise in budget development, forecasting, and aligning financial plans with strategic priorities.
- Ability to analyze priorities, make recommendations, and ensure accurate reporting through the State Program Report (SPR).
- Expertise in subgrant management, including proposal review, award tracking, setup, monitoring, and reporting.
- Ability to analyze priorities and ensure alignment with agency goals and federal guidelines.
- Excellent collaboration skills for working with internal leadership, public libraries, and external partners.
- Strong communication abilities for reporting, presenting recommendations, and translating complex requirements into practical tools.
- Detail-oriented, organized, and proactive in troubleshooting and problem-solving.
- Proficiency with SAM.gov, spreadsheets, grant management systems, and project management tools.
- Skilled in data analysis, outcome evaluation, and using metrics to inform decisions.
- Proficient in managing multiple grant initiatives, timelines, and risk mitigation strategies.
