Position: Atlanta Department of Transportation, Deputy Commissioner (Strategy, Planning & Performance)

General Description and Classification Standards

The Atlanta Department of Transportation’s Deputy Commissioner, Strategy Planning, and Performance focuses on driving strategic allocation of resources and ensuring the achievement of the ATLDOT Strategic Transportation Plan. Duties include but are not limited to: providing professional and technical staff assistance, providing strategic advice to the Commissioner and/or Mayor’s Office, and managing key strategic initiatives for the department.

Supervision Received

Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy‑making level of management and would be considered “upper” management.

Decision Making

Recommends organization strategy and policy changes within required legislative or executive limitations and may make purchasing or resource allocation decisions within organization guidelines.

Leadership Provided

Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees engaged in a broad functional area. Areas of responsibility are typically unique within the department.

Essential Duties and Responsibilities
  • Participates in the development and implementation of the City’s mobility goals, objectives, policies and procedures
  • Tracks performance of direct team and ATLDOT against outlined standards in the Atlanta Strategic Transportation Plan
  • Leads strategy creation for the department in the effort to achieve the Atlanta Strategic Transportation Plan
  • Supports multi-modal planning efforts to improve transportation options for the City
  • Guides parking policy and manages third‑party contract for on‑street parking
  • Manages roadway design team focused on building safer, multimodal streets
  • Champions safer streets as part of Atlanta’s Vision Zero initiative
  • Uses data to inform decision‑making and transportation investment
  • Participates in the development of efficient collection systems; recommends modifications to work methods
  • Provides research and data analysis of existing collection methods to assist in determining the feasibility of incorporating technological advancements to improve performance
  • Responds to and resolves difficult citizen inquiries and complaints
  • Participates in the management of the operation and administration of budget; assists in preparation and management of the department budget
  • Selects, supervises, trains and evaluates professional, technical and administrative support subordinates with a key focus on superior customer service
  • May perform other duties as assigned
Knowledge,

Skills and Abilities
  • Knowledge of methods, materials and techniques employed in transportation
  • Principles and practices of strategic management and planning; familiarity with recent developments, current literature and sources of information in municipal public works administration
  • Principles of organization, management, budget, and personnel management; understanding of various financing mechanisms for enterprise operations and rate‑setting principles
  • Ability to organize, direct, and coordinate the activities of a moderately large department in a manner conducive to full performance and high morale
  • Ability to work effectively and develop positive relationships with a diverse population and cultures
  • Ability to delegate authority and responsibility
  • Ability to schedule and program work on a long‑term basis
  • Ability to communicate clearly and concisely, orally and in writing
  • Ability to select, supervise, train and evaluate subordinates
  • Ability to participate as a team player and collaborate with other departments and agencies
  • Ability to generate new and creative ideas as a result of visionary and strategic thinking
Minimum Qualifications
  • Bachelor’s degree in Engineering, Urban Planning, or related field
  • Extensive experience in municipal transit/transportation planning and design
  • Seven years professional engineering and managerial experience in the field of equivalent engineering, urban planning, and/or construction
  • Three years in a supervisory or managerial position
Preferred Requirements
  • Master’s Degree in Engineering, Urban Planning, or related field
  • Extensive experience in municipal transit/transportation planning and design
Licensures and Certifications
  • Required:

    Valid Georgia Driver’s License
