The Regional Manager, Affordable Housing is responsible for overseeing the operations of a portfolio of affordable housing communities. This offsite leadership role manages all phases of operations, including personnel, leasing, maintenance, financial performance, administration, compliance, and risk management. The Regional Manager ensures properties operate in accordance with Asset’s policies and procedures, safety standards, fair housing regulations, and applicable regulatory requirements.
Essential Duties & Responsibilities Affordable Housing & Regulatory Compliance- Ensure compliance with Equal Housing Opportunity and affirmative fair housing laws.
- Oversee adherence to LIHTC and/or Section 8 program requirements.
- Monitor LIHTC applications and annual recertifications.
- Ensure compliance with regulatory and funding requirements, contracts, and reporting obligations.
- Conduct file reviews, physical inspections, and coordinate with regulatory agencies.
- Perform required semi‑annual inspections.
- Recruit, hire, train, coach, and develop on‑site staff in alignment with company standards.
- Provide ongoing performance management, including counseling, documentation, and corrective action in coordination with the Regional & Senior Vice President and Human Resources.
- Review and approve salary recommendations, evaluations, and personnel documentation prior to submission to Human Resources.
- Approve timesheets and ensure accuracy of reported hours, leave time, and documentation.
- Foster a collaborative work environment that promotes accountability, performance excellence, and compliance with company policies.
- Maximize net operating income through effective cost control, revenue optimization, and leasing performance.
- Develop and manage annual operating budgets and forecasts.
- Analyze monthly financial statements and provide written explanations for significant budget variances.
- Recommend capital improvements and oversee major projects and vendor contracts.
- Ensure timely reconciliation of deposits, rent collections, charges, and vendor invoices.
- Oversee accurate and timely property closeouts and ownership financial reporting.
