Job Summary:
The Director of Operations (Strategy) for the Department of Procurement at the City of Atlanta is responsible for overseeing the strategic direction of procurement activities to ensure alignment with the City's long-term goals and objectives. This role leads a cross-functional team responsible for the pre-planning of all procurements, ensuring the effectiveness of the sourcing selection process. The Director will collaborate with strategic advisors, development partners, scope validators, and pre-planning facilitators to drive strategic procurement decisions, optimize sourcing outcomes, and improve operational efficiency.
This position will also focus on process improvement, policy development, and fostering collaboration to ensure the City achieves its procurement goals in a compliant and cost-effective manner.
Key Responsibilities:
* Strategic Oversight & Leadership:
Lead the development and execution of strategic procurement initiatives, aligning them with the City's goals and priorities. Provide direction to a cross-functional team to ensure procurement activities are efficient, effective, and aligned with long-term objectives.
* Cross-Functional Team Leadership:
Oversee a team responsible for the pre-planning of all procurements, ensuring that each initiative is strategically scoped, validated, and ready for the sourcing selection process. This includes coordinating with strategic advisors, development partners, scope validators, and pre-planning facilitators.
* Procurement Planning & Coordination:
Work with stakeholders across various departments to create and implement comprehensive procurement plans. Ensure that pre-planning activities address key objectives, such as cost control, compliance, vendor selection, and resource allocation.
* Sourcing Strategy & Selection:
Develop and manage sourcing strategies that maximize value for the City while ensuring compliance with legal, financial, and regulatory standards. Guide the sourcing selection process and ensure it is effective, transparent, and competitive.
* Stakeholder Engagement &
Collaboration:
Foster collaboration between internal teams, external vendors, strategic advisors, development partners, and scope validators. Ensure seamless communication across all parties involved in the procurement process.
* Process Improvement & Optimization:
Drive continuous improvement initiatives to streamline procurement processes, reduce inefficiencies, and optimize sourcing operations across departments.
* Policy & Strategic Planning:
Contribute to the development of procurement policies and strategies that align with the City's strategic vision. Ensure that procurement operations are consistent with best practices, industry standards, and evolving market trends.
* Risk Management & Compliance:
Ensure that procurement activities meet all applicable legal, financial, and regulatory requirements. Identify potential risks and develop mitigation strategies to address them proactively.
* Data-Driven Decision Making:
Use procurement data, market analysis, and supplier performance metrics to inform strategic decision-making and optimize procurement outcomes.
* Performance Monitoring & Reporting:
Develop systems for tracking procurement performance, monitoring key performance indicators (KPIs), and reporting on outcomes to ensure continuous improvement and accountability.
Qualifications:
* Education:
Bachelor's degree in Business, Public Administration, Supply Chain Management, Procurement, or a related field (Master's preferred).
* Experience:
8+ years of experience in procurement, strategy, or operations, with at least 5 years in a leadership role managing cross-functional teams.
* Preferred:
Certifications in procurement (e.g., CPPB, CPPO), project management, or strategic planning. Experience in managing procurement strategy, cross-functional teams, and vendor relationships is highly desirable.
