General Description and Classification Standards:

Training Manager II is a critical role within the Organizational Development unit of the Department of Human Resources. The Training Manager II will work in partnership with the Organizational Development Executive Director. The expectations of this position include plans, develops, implements, and administers development and training programs for City of Atlanta employees. The Training Manager II also acts as a liaison and advisor to the organization’s leadership and facilitates initiatives across the organization to include the Department of Aviation.

This is a fully seasoned managerial level people-leader position charged with responsibility for significant specialized functions across the city. The position manages a group of employees, which include Facilitators, Instructional Designers and Training Coordinators.

Supervision Received:

Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered “middle” management.

Essential Duties and Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Manages the activities involved in the design, preparation, delivery and needs assessment of training and development programs for City manager and employees.
  • Directs the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives.
  • Joins in partnership with other HR professionals to assess and implement organizational development programs, processes, and training initiatives to support organizational strategies.
  • Identifies and incorporates best practices and lessons learned into program plans.
  • Determines City needs for Leadership development, succession planning, career management, interpersonal skills, and communication training.
  • Reviews evaluations of training courses, objectives, and accomplishments.
  • Makes assessments of effectiveness of training terms of employee accomplishments and performance.
  • Develops and/or approves content, methods, and materials for training staff and may conduct courses.
  • Develops methods for evaluation or orientation, performance management and/or organizational development training.
  • Consults with management on performance, organizational and leadership matters.
  • Conducts needs assessments to determine measures required to enhance employee job performance and overall company performance.
  • Establishes internal processes, interprets, and applies organizational policies.
  • Creates operating plans, forecasts and reporting systems and manages the day-to-day training operations.
  • May perform other duties as assigned
