Minimum Qualifications:

Bachelor's degree in Public Safety, Fire Science, Emergency Management, Public Administration, Allied or Public Health Administration or related field is required: supplemented by three (3) years of experience in Emergency Management or response, Public Safety, Homeland Security, or related field to include two (2) years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid Georgia driver's license. Must possess and maintain FEMA Incident Command System (ICS) 100, 200, 700 and 800. Must obtain FEMA Professional Development Series within six months of employment. Must obtain Georgia Certified Emergency Manager (CEM) certification within 30 months of employment.

Preferred certification in Command or General Staff ICs positions, Liaison Officer, Public Information Officer, Safety Officer, Operations Section Chief, Planning Section Units or Planning Section Chief, Logistics Section Units, and Finance/Administration Section Chief or Finance/Administration Section Units; and/or Certified Emergency Manager (CEM) certification.

The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. The purpose of this classification is to manage the personnel and operations of a Branch of the Emergency Management Division of the Department as well as multiple tasks including operations, planning, logistics, as assigned, including response to emergency calls, operation of equipment as well as other activities of the Emergency Management Department. The Emergency Management Battalion Chief is distinguished from the Emergency Management Division Chief in that the former manages the Emergency Management Division and the latter oversees a branch of the Division.

Performs the daily operations in one of the following divisions of Operations, Planning, Logistics and Finance/Administration within the Department of Emergency Management. Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals;

directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Administers applicable County, State and Federally mandated programs while researching, developing and maintaining applicable emergency plans;
Manages process and procedures that prepares the jurisdiction for an emergency and/or natural disasters; manages portions of the Emergency Management response to natural or manmade emergencies and/or disaster situations.

Manages the day to day operations of a variety of special departmental programs, which may include:
Common operational picture and situational awareness, acting as a liaison and coordinator between internal/external partners, city and county governments, private sector, faith-based partners, mass care partners and State and Federal agencies, and/or other related programs;
