• Lead and advance scientific research, surveillance, prevention, and public health programs related to birth defects, developmental disabilities, blood disorders, disability and health, maternal and child health, and related population health issues.
• Provide executive leadership, strategic direction, and operational oversight of large, multidisciplinary public health organizations responsible for scientific programs, workforce management, resource stewardship, stakeholder engagement, and organizational performance.
• Engage with high‑level government officials, foreign ministries of health, scientific and academic communities, national and international medical and health‑related organizations, diverse community and non‑governmental groups, U.S. and global media, and the international public.
• Lead people toward meeting the organization’s vision, mission, and goals; foster an inclusive workplace and collaborative teamwork; support conflict resolution.
• Make decisions that produce high‑quality results by applying technical knowledge, analyzing problems, and calculating risks.
• Strategically manage human, financial, and information resources.

Current federal employees must be at or equivalent to the GS‑14 grade level or above. Current active‑duty PHS officers must have served or be serving in an O6 billet/position.

Basic Qualifications:

• Degree majoring in an academic field related to the medical field, health sciences or allied sciences, from an accredited U.S. Department of Education program.
• Ph.D., M.D., or equivalent advanced degree in the same field.

Technical

Qualifications:

• Demonstrated expertise in leading and advancing scientific research, surveillance, prevention, and public health programs related to birth defects, developmental disabilities, blood disorders, disability and health, maternal and child health, or related population health issues.
• Experience overseeing large, multidisciplinary public health organizations with responsibilities for scientific programs, workforce management, resource stewardship, stakeholder engagement, and organizational performance.
• Ability to engage effectively with high‑level officials, ministries of health, scientific communities, national and international organizations, community and non‑governmental groups, media, and the public.
• Proven leadership in achieving organizational vision, mission, and goals, fostering inclusion, collaboration, and conflict resolution.
• Decision‑making skills that produce high‑quality results through technical knowledge, problem analysis, and risk calculation.
• Strategic management of human, financial, and information resources.

Additional Requirements:

• Provide narrative evidence of technical qualifications within a two‑page resume.

• Volunteer experience (e.g., Peace Corps, Ameri Corps) that demonstrates relevant competencies will be credited.
