Job Description:
Metas Solutions is seeking an Evaluation Specialist III to support a proposed Federal health engagement focused on designing, implementing, and sustaining a performance and evaluation framework.
The ideal candidate will bring direct Federal evaluation experience and the ability to lead evaluation methodology, performance measurement, data collection strategy, evidence synthesis, technical assistance, and reporting for Federal health or public health programs. This role is intended for a senior evaluator who can provide the technical depth needed to ensure the work is methodologically sound, practical for Federal program use, and responsive to client priorities.
Responsibilities:
- Lead development and refinement of evaluation frameworks, logic models, performance measures, indicators, and evaluation plans.
- Design and support outcome, process, impact, and policy evaluation activities.
- Develop evaluation questions, methodologies, data collection plans, analytic approaches, and reporting structures.
- Guide collection, validation, analysis, interpretation, and presentation of qualitative and quantitative data.
- Support dashboards, performance summaries, evaluation reports, findings, recommendations, and briefing materials.
- Conduct or oversee evidence reviews, environmental scans, and synthesis of evidence-based, evidence-informed, and promising practices.
- Provide technical assistance to Federal staff, partners, and stakeholders on evaluation design, performance measurement, data collection, reporting, and evidence use.
- Translate evaluation findings into actionable recommendations for program improvement, performance management, and decision-making.
- Review evaluation products for methodological rigor, data quality, clarity, accessibility, and consistency with Federal requirements.
- Coordinate with the Project Manager, data analysts, and client stakeholders to align evaluation activities with work plans, deliverables, timelines, and quality standards.
Minimum Qualifications:
- Bachelor's degree in public health, evaluation, public policy, statistics, epidemiology, social sciences, health services research, data analytics, or a related field.
- Direct Federal program evaluation or performance evaluation experience.
- Experience supporting Federal health, public health, health equity, human services, or related mission programs.
- Experience developing or implementing evaluation frameworks, logic models, evaluation plans, performance measures, indicators, or data collection instruments.
- Experience designing or supporting process, outcome, impact, policy, formative, or summative evaluations.
- Experience analyzing qualitative and/or quantitative data and translating findings into Federal-facing reports, recommendations, dashboards, or briefing materials.
- Experience providing evaluation-related technical assistance or consultation to program staff, grantees, partners, or stakeholders.
Preferred Qualifications:
- Advanced degree in public health, evaluation, public policy, statistics, epidemiology, social sciences, health services research, or a related field.
- Experience supporting HHS, CDC, CMS, HRSA, NIH, OASH, or comparable Federal health agencies.
