The Parking Meter Technician is responsible for maintaining, repairing, and troubleshooting mechanical and digital parking meters and electronic parking equipment throughout the city. This position also supports parking enforcement operations by assisting Parking Enforcement Representatives (PERs), responding to service issues, and ensuring parking systems operate efficiently and in compliance with city regulations.
The ideal candidate should have mechanical and electrical troubleshooting skills, experience using tools such as multimeters and soldering irons, strong attention to detail, and the ability to work independently in the field while maintaining accurate service records.
- Disassembles, cleans, repairs, lubricates, adjusts and reassembles mechanical and digital parking meters; performs "coin check" and calibration check for proper timing on mechanical and digital meters.
- Serves as lead parking enforcement representative for Part Time PER’s as needed and provides direction, guidance and assistance to parking enforcement representatives to ensure parking enforcement activities are properly conducted in compliance with City parking ordinances, as needed.
- Performs parking enforcement activities including the issuance of parking citations, and special events.
- Keeps abreast of trends and changes in parking technology and makes recommendations to improve methods and systems.
- Troubleshoots and diagnoses malfunctioning electronic parking devices; repairs, rebuilds and replaces related equipment including fuses, switches, wiring, cables, etc. per schematics and diagrams.
- Uses multi-meter to measure voltage, current and resistance; uses soldering iron to repair circuit boards.
- Responds to complaints of malfunctioning electronic meters and repairs or replaces as required.
- Responds to off-duty emergency call-ins to effect repairs to malfunctioning electronic equipment as needed.
- Makes street inspections of mechanical and digital meters to determine proper functioning; responds to complaints of malfunctioning mechanical and digital meters and repairs or replaces as required; removes and installs mechanical and digital meters as required; maintains accurate records on all mechanical and digital meters in zone.
- Removes and reinstalls mechanical and digital meters, as required.
- Inspects, cleans, clears, resets meter coin, bill and credit card acceptors; clears and replaces receipt paper.
- Installs and replaces batteries and other basic electrical components on electronic multi-space meters.
- Conducts Level 1 and 2 meter preventive maintenance (weekly, six weeks and quarterly) cleans, trouble shoots, label replacement.
- Provide PER's with basic meter problem solving techniques.
- Maintains department vehicle and equipment in terms of safe operation, appearance, security and preventive maintenance.
- Performs duties of lower-level classifications in the division on an as-needed basis.
- Collects revenue (bills and coins) from electronic multi-space meters.
- Assists in ancillary supplies purchases.
- The use and care of mechanical and power hand tools.
- Occupational hazards and appropriate safety precautions.
- Methods and procedures incidental to mechanical and digital meter repair and testing.
- Operating standard office equipment, including computer, printer, and copier.
- Communicate and deal effectively with the public and other City employees.
- Prioritize daily tasks and long-term projects.
- Perform both delicate and rough mechanical work.
- Detect malfunctions in mechanical and digital meters.
- Read and understand diagrams and municipal parking ordinances and follow oral and written instructions.
- High school diploma, GED or equivalent.
- Six (6) months of general office, communications, or public contact work, or an equivalent combination of education and experience.
- One (1) year of work experience in repairing and maintaining parking meters and pay stations or other intricate mechanical or digital devices.
- State of Florida Parking Enforcement Specialist Certification or obtain certification within 180 days from date of appointment.
- Possession of a valid State of Florida Class "E" driver's license.
