Distinguishing CharacteristicsThe City Facilities Manager/Supervisor oversees the daily operation, maintenance, and construction activities for city facilities including repair of equipment and furnishings, groundskeeping, construction of small projects as needed, updating safety equipment, inspection and location of stormwater drains/lines, creating drainage plans, mitigation, and repair. The CFM collaborates with City Services, Parks, Executive, Clerk Treasurer and Deputy Clerks, Sanitation, Wastewater, and Planning and Zoning departments for general work orders.
Essential Duties and ResponsibilitiesThe duties listed below illustrate the variety of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar and related to the distinguishing characteristics of the position.
- Coordinate city maintenance projects including basic building maintenance, construction projects, and general work orders for all types of city facilities and animal control.
- Plan, assign, and direct material resources to drainage projects in partnership with city engineer, external vendors, and other necessary partners.
- Oversee the operation of the city maintenance projects as requested and ensure that all activities are handled in an efficient, timely, customer-focused manner.
- Evaluate department equipment for maintenance, repair, or replacement; price, accept bids for, and recommend equipment purchases to appropriate agents.
- Develop and administer annual department budget.
- Investigate any existing problems in the related areas and plan, schedule, and oversee improvement projects.
- Receive and investigate citizen complaints in related areas; initiate appropriate action to solve valid complaints.
- Prepare and submit various reports of activities and progress to appropriate local, state, and federal agencies.
- Attend Board of Public Works and other public city meetings to report progress, request assistance, or address the need for project development as needed.
- Maintain inventory of equipment and supplies; prepare bid specifications for vendors, authorize purchases of supplies as needed.
- Prepare annual review of activities and project status and devise schedule for future projects.
- Provide backup assistance for planning and zoning in the area of code enforcement and animal control as needed.
- Conduct field observations of all city parks and facilities weekly to note any areas of damage or deficiency and perform and/or coordinate repairs or updates as needed.
- Perform other duties as assigned.
- Thorough knowledge and ability to make practical application of city/department policies and procedures and applicable EPA and OSHA safety policies and procedures.
- Thorough knowledge of the principles, techniques, and accepted practices of general construction and design, carpentry, concrete work, drainage issues, basic electrical knowledge; including light and heavy equipment operation and maintenance, and proper use of various materials and chemicals. (Ability to operate a backhoe, excavator, and forklift)
- Knowledge of city government budgeting and taxing procedures including budget administration, and ability to prepare budget requests and administer budget upon approval.
