Job Description:
Drafting and developing Discover Payment Network Operating Regulations and related publications, partnering with accountable executives to develop new network policies, ensuring rules are accurate, consistent and transparent. Regularly influencing and engaging with a wide range of cross-functional stakeholders and ensuring internal rule change management, submission and approval processes are followed and appropriately documented.
Responsibilities:
* Policy Development - Draft, maintain and modernize network policies, operating rules and related publications, applying legal training to ensure clarity, enforce ability and alignment with regulatory and contractual requirements. Ensure detailed, accurate drafting of network policies. Translate complex legal, technical and operational requirements into clear, implementable rules for diverse stakeholder audiences
* Governance rigor - ensure ongoing compliance with internal rule change management, submission and approval processes
* Build and maintain strong working relationships with peers and stakeholders across Legal, Risk, Compliance, Product, Technology and Operations teams
* Embrace and develop your skills in the use of technology (including AI-enables tools where appropriate) to improve rule quality, consistency and operational efficiency, while retaining clear human accountability
* Ability to balance legal precision with operational practicality, ensuring policies are clear, enforceable and implementable at scale
Basic Qualifications:
* Bachelors Degree or Military Experience
* At least 3 years of experience in contracts, risk assessment, or liability frameworks
Preferred Qualifications:
* Juris Doctor (JD), LLB or equivalent legal qualification or paralegal experience in contracts management
* 4+ years of experience in contracts, risk assessment, or liability frameworks
* Experience with payments network governance models, including participant obligations, enforcement mechanisms and change management processes

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Chicago, IL: $138,100 - $157,700 for Manager, Project Management
McLean, VA: $151,900 - $173,400 for Manager, Project Management
New York, NY: $165,700 - $189,200 for Manager, Project Management
Riverwoods, IL: $138,100 - $157,700 for Manager, Project Management
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
