Job Description

Blue Water Thinking is seeking an experienced and dedicated Change Management Specialist to join the Integrated Healthcare Transformation (IHT) initiative at the Department of Veterans Affairs. The primary responsibility of this role is to support the Veterans Health Administration (VHA) in the analysis and evaluation of healthcare program effectiveness, identifying opportunities for improvement and supporting operational execution through change management.

Responsibilities
  • Performs tasks requiring a multidisciplinary approach to managing change and transition within healthcare organizations, programs, and projects.
  • Develops plans associated with transition management, implementation of major initiatives, communications associated with major initiatives, risk assessment, and organizational transformation and culture change.
  • Supports and engages key stakeholders and senior leaders, identifies and manages anticipated resistance, integrates change management activities into project plan, and evaluates and ensures user readiness.
  • Defines and measures success metrics and monitors change progress.
Minimum Qualifications
  • Minimum of 6 years of experience.
  • Demonstrated experience conducting change management assessments and developing change management strategy.
  • Demonstrated experience creating actionable deliverables such as a communication plan, roadmap, coaching plan, training plan, or resistance management plan.
  • Strong analytical and problem‑solving skills with attention to detail.
  • Excellent written and verbal communication skills for producing reports and engaging stakeholders.
Preferred Qualifications
  • Experience with the application of Prosci and change management in a union environment.
  • Experience supporting federal healthcare initiatives, especially within the Department of Veterans Affairs.
  • Must be legally authorized to work in the United States without the need for employer sponsorship.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation & Benefits

Salary for this position is determined by various factors, including location, candidate’s combination of knowledge, skills, competencies and experience, and organizational requirements. The proposed salary range is $85,000 – $130,000.
