job summary: under the direction of departmental managers, perform detailed investigation and analysis of operational systems and procedures, program and organizational structures and policies to ascertain fiscal, technical, administrative or other problems. Assists in drafting and implementing policies, procedures and other system enhancements resulting in improved productivity and workflow. Supervises and provides technical assistance to support staff in preparation of documents, reports and procedures.

Performs specialized analysis of a fiscal or technical nature utilizing statistical methods and advanced software applications. Coordinates the collection and preparation of operating reports such as budget expenditures, time and attendance records and statistical records of performance. Prepare comprehensive reports including conclusions and recommendations for solutions to administrative problems. Performs other duties as assigned.

minimum qualifications: possession of a high school diploma or general education development test (g.e.d.) certificate supplemented with six (6) years of experience in process workflow and fiscal management is required or graduation from an accredited college or university with a bachelor's degree in business, public administration, industrial management, or systems management, supplemented with two (2) years of experience in process workflow and fiscal management, is required.

knowledge, skills, abilities, and other characteristics: knowledge of managerial systems, methods, and organizational procedures. Extensive and specialized knowledge in a particular area of government or business operations. Skill in the application of modern management methods and procedures to complex administrative problems and conditions. Skill in the use of microsoft office suite and other statistical or financial software programs and databases. Ability to interact and communicate effectively with public officials and county staff on policy and operational issues.

Ability to analyze difficult situations and problems to reach practical and logical conclusions. Ability to communicate effectively in both written and verbal formats, and work both independently and in a team environment. Ability to utilize management systems and ability to multi-task while performing routine assignments. Ability to assume responsibility for completeness and accuracy of assigned projects and exercise initiative and good judgment.
