Senior Project Manager – Heavy Civil Construction

Position Summary

The Senior Project Manager is responsible for the overall planning, execution, financial performance, and successful delivery of large-scale heavy civil construction projects. This leadership role oversees multiple projects or a single complex project from preconstruction through closeout, ensuring work is completed safely, on schedule, within budget, and to the highest quality standards. The Senior Project Manager provides strategic leadership to project teams while maintaining strong relationships with clients, owners, subcontractors, consultants, and internal stakeholders.

Key Responsibilities

  • Lead all aspects of project management for heavy civil construction projects including highways, bridges, rail, transit, marine, airport, underground utilities, earthwork, and other complex infrastructure projects.
  • Direct project planning, scheduling, procurement, execution, and closeout activities.
  • Manage project budgets, forecasts, cash flow, cost controls, and financial reporting to achieve profitability goals.
  • Oversee contract administration, ensuring compliance with contract requirements while proactively managing risk.
  • Identify, evaluate, negotiate, and resolve change orders, claims, and contractual issues.
  • Develop and maintain master project schedules while monitoring progress against milestones.
  • Ensure compliance with all safety, environmental, quality, and regulatory requirements.
  • Lead project teams including Project Managers, Project Engineers, Superintendents, Field Engineers, and support staff.
  • Mentor and develop project personnel to strengthen technical capabilities and leadership skills.
  • Collaborate with estimating and preconstruction teams during proposal development, budgeting, and project handoff.
  • Build and maintain strong relationships with owners, public agencies, consultants, subcontractors, and suppliers.
  • Facilitate regular project meetings with internal and external stakeholders.
  • Monitor project risks and develop mitigation strategies to minimize impacts to schedule, cost, and quality.
  • Review subcontractor performance and oversee procurement of major subcontract packages.
  • Ensure timely preparation of monthly project reports, executive updates, and financial forecasts.
  • Support business development efforts by participating in client meetings, presentations, and strategic pursuits.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • Minimum of 10–15 years of progressive heavy civil construction experience, including at least 5 years managing large infrastructure projects.
  • Proven experience delivering projects ranging from $100 million to over $1 billion.
  • Extensive knowledge of heavy civil construction methods, sequencing, scheduling, and project controls.
  • Strong understanding of contract delivery methods including Design-Bid-Build, Design-Build, CM/GC, Progressive Design-Build, and Public-Private Partnerships (P3).
  • Experience administering contracts based on industry-standard contract forms and public agency requirements.
  • Strong financial management skills including budgeting, forecasting, earned value analysis, and cost reporting.
  • Experience managing self-perform operations and subcontracted work.
  • Proficiency with Primavera P6, Microsoft Project, Bluebeam, Microsoft Office Suite, and construction management software.
  • Excellent leadership, communication, negotiation, and problem-solving abilities.

Preferred Qualifications

  • Professional Engineer (PE) license or ability to obtain.
  • PMP (Project Management Professional) certification.
  • Experience with alternative delivery projects.
  • Experience working on federally funded or DOT infrastructure projects.
  • OSHA 30-Hour Construction Certification.

Physical Requirements

  • Ability to travel to project sites as required.
  • Ability to work in office and active construction environments.
  • Must be able to walk uneven terrain, climb stairs and ladders, and wear required personal protective equipment (PPE).
  • Ability to occasionally lift up to 25 pounds.
