Position: Construction Specialist 3

Overview

CDM Smith provides technical, field and site administration support on construction projects. The role may include independent management of small to basic construction project components, reviewing contract specifications, quality plans, submittals and drawings, conducting field inspections, and ensuring compliance with plans, specifications, estimates and applicable codes. The workload includes preparing and reviewing submittals, handling RFIs and assisting with change management, coordinating materials and procurement, and contributing to project scheduling, costs and reporting.

Responsibilities
  • Provide technical, field and site administration support to field and project personnel.
  • Independently manage small and/or basic pieces of construction projects as needed.
  • Review contract specifications, quality plans, design and construction submittals, and drawings.
  • Conduct or assist with field inspections to evaluate work and materials; verify workmanship quality and compliance with plans, specifications and codes.
  • Document deficiencies and deviations from plans; prepare and review submittals of moderate to high complexity; issue construction documents and layout to field crews; respond to questions.
  • Process RFIs and assist the project manager with change management; coordinate timely arrival of parts, equipment and materials with field personnel and vendors.
  • Develop or assist in development of purchase orders, subcontracts, change orders and applications for payment to the client.
  • Develop simple to complex scopes of work; assist design engineers and subcontractors to determine solutions for unexpected site conditions.
  • Collect and update engineering and construction information to reflect current plans/requirements; generate reports for subcontract change requests, bid comparisons, new work item estimates and schedule/work problem resolution.
  • Communicate concerns or near-misses to the project manager; perform other duties as assigned.
Additional Duties by project phase
  • Perform basic to moderately complex estimating tasks, quantity take-offs, and cost research; utilize relevant tools (e.g., Timberline) for cost-related work and OPCCs.
  • Review pricing data, coordinate with subcontractors/suppliers, participate in pre-bid walks and Bid-Day tabulations.
  • Supervise and direct overall project activities of basic to moderately complex scope as assigned.
  • Maintain field as-built drawings; prepare/submittal reviews; interpret specifications and drawings for foremen and superintendents.
  • Prepare required documentation such as PXPs, bid documents, status reports, O&M manuals, warranties and punch lists; support design engineers and field teams with site condition solutions.
  • Develop agendas and attend project meetings; may independently manage small/basics of projects; prepare scheduling and financial analyses; develop baseline schedules and WBS; coordinate with project controls to update schedules and manage critical path.
  • Support VDC/BIM activities, drone data analysis, clash detection, and collaboration with design/project teams; contribute to ECAC estimates and period project reporting.
  • Develop and review QA/QC activities; update QA/QC reporting; work with Health & Safety to identify DFOWs and AHAs; monitor safety metrics for procurement and site operations.
  • Assist in project capability planning with the VDC team and support construction technology deployment on project sites.
Minimum Qualifications
  • Bachelor’s degree in Engineering, Construction Management or related discipline.
  • 3 years of related experience.
  • Domestic and/or international travel may be required.
  • The frequency of travel is contingent on duties and project demands.
  • Equivalent additional directly related experience may be considered in lieu of a degree.
