Job Summary
Job Summary: Performs a variety of engineering duties of substantial difficulty in the design engineering area of specialization. Apply engineering principles and practices with minimal technical supervision. Conducts and supervises the necessary engineering calculations and preparation of plans, specifications, estimates, studies and reports associated with the design of major transportation improvements. Take on primary oversight for projects. Plans and directs the activities of professional and support staff.

Minimum Qualifications- Graduation from an accredited college or university with a bachelor’s degree in civil or construction engineering is required.
- A valid Professional Engineer (P.E.) license in the State of Illinois is required.
- Six (6) years’ of work experience in design, construction, or engineering studies related to transportation infrastructure is required.
- Within these minimum six (6) years’ experience, a minimum three (3) years of work experience in active preparation and/or managing design engineering (Phase II) plans, and experience in at least two (2) of the following four (4) categories is required:
- Designation as a project manager, project coordinator, or project engineer for a minimum of at least three (3) design engineering (Phase II) projects processed through a local and/or state department of transportation.
- Preparation and/or review of design engineering (Phase II) design plans and contract documents prepared to local and/or state departments of transportation standards.
- Serving as a project team representative at public information meetings for design engineering (Phase II) transportation projects and/or serving as a project team representative at coordination meetings with municipalities, agencies, or other stakeholders for design engineering (Phase II) transportation projects.
- Asset management of pavement programs.
- Possession of a valid driver’s license is required.

Knowledge, Skills, Abilities, and Other Characteristics- Extensive knowledge of design engineering principles with minimal training and oversight.
- Ability to effectively communicate both orally and in writing to internal and external entities.
- Extensive knowledge and application of professional engineering principles and practices for preparation of plans, specifications, contracts, estimates, technical analyses and reports for transportation projects.
- Knowledge of departmental policies and procedures, State and Federal Highway policies, principles, programs and regulations.
- Ability to handle several routine assignments, coordinate, and oversee complicated and challenging elements of a single assignment with minimal training and oversight.
- Ability to assume total responsibility for completeness and accuracy of multiple projects.
- Ability to plan, organize and manage the work of technical and support staff as well as external vendors.
- Ability to motivate staff to achieve County and departmental performance goals.
