Job Summary

Performs a variety of administrative and engineering duties of substantial difficulty in the planning, operations, design, and maintenance of traffic signals and roadway lighting, or other areas of specialization. Applies engineering principles and practices with a minimum of technical supervision. Conducts and oversees the necessary engineering calculations and preparation of plans, specifications, estimates, studies, and reports associated with the planning, operations, design, field implementation, and maintenance of traffic signals and roadway lighting.

Plans and directs the activities of professional and support staff.

Minimum Qualifications
  • Graduation from an accredited college or university with a bachelor’s degree in civil or electrical engineering is required.
  • Six (6) years’ work experience in design, construction, or engineering studies related to transportation infrastructure is required.
  • Within these minimum six (6) years’ experience, a minimum of three (3) years of work experience in at least one (1) of the following four (4) categories is required:
    • (A) Preparation and/or review of traffic signal timing plans
    • (B) Preparation and/or review of traffic signal design plans
    • (C) Performing traffic signal field inspections
    • (D) Preparation and/or review of roadway lighting design plans
  • Possession of a valid driver’s license is required.
Preferred Qualifications
  • A valid Professional Engineer (P.E.) license in the State of Illinois is preferred.
Responsibilities
  • Knowledge of the preparation and/or oversight of electrical plans, specifications, and cost estimates for transportation projects.
  • Knowledge and familiarity of departmental policies and procedures, State and Federal Highway policies, principles, programs, and regulations.
  • Ability to effectively communicate both orally and in written formats to internal and external entities.
  • Extensive knowledge of design engineering principles with minimal training and oversight.
  • Extensive knowledge and application of professional engineering principles and practices for preparation of plans, specifications, contracts, estimates, technical analyses and reports for transportation projects.
  • Ability to handle several routine assignments, coordinate, and oversee complicated and challenging elements of a single assignment with minimal training and oversight.
  • Ability to assume total responsibility for completeness and accuracy of multiple projects.
  • Ability to evaluate contract unit prices for road and bridge improvements.
  • Ability to plan, organize, and manage the work of technical and support staff as well as external vendors.
  • Ability to motivate staff to achieve County and departmental performance goals.
  • Ability to incorporate areas of expertise outside of own work unit to complete assignments.
  • Ability to use technical software and databases to perform engineering and project tracking functions.
  • Ability to travel to various work locations throughout Cook County.
Physical Requirements

Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree;

(2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
