job summary

performs a variety of engineering duties of substantial difficulty in the traffic planning, traffic design, traffic safety, traffic operations, and traffic analysis areas of specialization. Apply engineering principles and practices with a minimum of technical supervision. Conducts and supervises the necessary engineering calculations and preparation of plans, specifications, estimates, studies, and reports associated with traffic planning, design, operations, safety, and analysis.

Assumes primary responsibility over multiple projects. Plans and directs the activities of professional and support staff.

minimum qualifications

graduation from an accredited college or university with a bachelor’s degree in civil engineering is required.

a valid professional engineer (p.e.) license in the state of illinois is required.

six (6) years’ work experience in design, construction, or engineering studies related to transportation infrastructure is required.

within these minimum six (6) years’ experience, a minimum of three (3) years of work experience in at least three (3) of the following five (5) categories is required:

  • (a) preparation and/or review of traffic capacity analysis
  • (b) preparation and/or review of signing and pavement marking plans
  • (c) preparation and/or review of traffic safety studies
  • (d) preparation and/or review of maintenance of traffic plans
  • (e) preparation and/or review of traffic impact studies

possession of a valid driver’s license is required.

preferred qualifications
  • a valid professional traffic operations engineer (ptoe) certification is preferred.

this position is considered a safety‑sensitive position. Candidates who are selected to fill safety‑sensitive positions must pass a required drug test as part of the pre‑employment background check process.

knowledge, skills, abilities, and other characteristics

experience with traffic capacity analysis, signing and pavement plans, traffic safety studies, maintenance of traffic plans, and traffic impact studies.

knowledge and familiarity of departmental policies and procedures, state and federal highway policies, principles, programs and regulations, and regulations.

ability to effectively communicate both orally and in written formats to internal and external entities.

extensive knowledge of design engineering principles with minimal training and oversight is required.

extensive knowledge and application of professional engineering principles and practices for preparation of plans, specifications, contracts, estimates, technical analyses, and reports for transportation projects.

ability to handle several routine assignments, coordinate, and oversee complicated and challenging elements of a single assignment with minimal training and oversight.

ability to assume total responsibility for the completeness and accuracy of multiple projects.
