County Engineer

Public Works Department

Key Responsibilities
  • Administer and oversee county highway and bridge planning, design, construction, and maintenance programs.
  • Coordinate activities with local, regional, and state highway engineering agencies, including representation of the County before the North Jersey Transportation Planning Authority (NJTPA).
  • Direct the planning, design, construction, and maintenance of county infrastructure, including roads, bridges, traffic signals, drainage systems, and county facilities.
  • Perform all functions in accordance with New Jersey law including but not limited to N.J.S.A. 40A:9-43.
  • Oversee operations of Engineering Division which include but are not limited to in‑house design of road and bridge improvement projects, management of multi‑million dollar design projects, monitoring the condition of bridges; signals; traffic markings and other similar infrastructure items, developing long‑term capital budgets, construction stakeout, ROW surveys, management of county road and bridge construction projects, track traffic trends, and monitor work within the county right‑of‑way through road opening and driveway permits.
  • Review and evaluate highway and bridge plans, specifications, locations, contracts, and cost estimates for technical accuracy, regulatory compliance, and legal sufficiency; approve proposals and recommend corrective actions as necessary.
  • Serve as the County’s MS4 Highway Permit Stormwater Coordinator, ensuring compliance with applicable stormwater regulations.
  • Direct and manage the Engineering Division, including leadership, supervision, coaching, time‑keeping, and performance evaluation of professional, technical, and inspection staff.
  • Provide guidance and training on engineering principles, statutory requirements, and regulatory standards.
  • Establish and maintain effective working relationships with County administration, Director of Public Works, the Board of County Commissioners, staff, contractors, and the public.
  • Respond to resident inquiries and represent the County at Board of County Commissioner meetings and public information meetings/hearings.
  • Develop and implement highway engineering policies, procedures, and performance standards.
  • Prepare, administer, and monitor the departmental budget; identify funding opportunities and prepare grant applications.
  • Oversee preparation of reports and correspondence to state and federal agencies, contractors, and engineering personnel.
  • Supervise design, roadway openings, driveway permits, surveying, inspection, and related engineering functions.
  • Plan and coordinate alterations and improvements to existing streets, highways, and related infrastructure to enhance safety and traffic flow.
  • Coordinate right‑of‑way acquisition and secure necessary permits, licenses, and agreements.
  • Review proposed private development applications and inspect public improvements to ensure compliance with applicable statutes, subdivision regulations, and engineering standards.
  • Establish project priorities; monitor deadlines, deliverables, and quality standards.
  • Research and interpret relevant federal, state, and local laws and regulations; identify policy, procedural, and compliance issues; and recommend appropriate solutions.
Qualifications
  • Bachelor’s degree in civil engineering or a closely related field (required)
  • Valid Professional Engineer (P.E.) license issued by the State of New Jersey (required)
  • Minimum of five (5) years of progressively responsible civil engineering and supervisory experience.
  • Demonstrated supervisory and leadership experience.
  • Proficiency in engineering technology, including Computer‑Aided Drafting (CAD) systems. Willing to use new technology associated with Artificial Intelligence.
  • Strong public speaking, communication, and interpersonal skills.
  • Graduate degree in civil engineering or related discipline (preferred)
