Responsibilities

This position is responsible for leading a multidisciplinary team in the oversight of transportation policies, programs and projects, and providing technical guidance to stakeholders for coordination of programs, initiatives, and activities. This position works closely with Division leadership and our partners to assess and resolve project delivery challenges in the areas of design, contract administration, construction and project management, grants management, environment, and planning.

Qualifications

To meet the minimum qualifications for this position, you must meet the Individual Occupational Requirement (IOR) and the specialized experience requirements.

Individual Occupational Requirement (IOR):
To qualify for this series, applicants' resume must show experience that demonstrated a knowledge of the transportation function(s) of the position to be filled OR have an Educational background that shows they meet the IOR for the series, as listed in the Education Section.

Specialized Experience Requirements:

  • Experience in managing projects/programs to implement policies and strategies that advance transportation programs
  • Experience conducting reviews of systems or processes to define transportation problems and recommend solutions

Skills and Abilities

(KSAs):

  • Leadership – Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Transportation Engineering – Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.
  • Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Compliance – Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Partnering – Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
