Job Summary

The Collection Manager is a full-time Shakman Non-Exempt position, reporting directly to the Assistant Comptroller. This role is responsible for overseeing and guiding the collections process, ensuring the efficient recovery of outstanding debts owed to the Office of the Clerk of the Circuit Court. The Manager should have a strong understanding of collection strategies, customer service best practices, and the ability to offer payment solutions that align with both compliance standards and customer needs.

This position ensures timely processing of payments and refunds, resolves credit and billing issues, and supports internal accountability by monitoring team workflows and deliverables. The Collections Manager is expected to foster professionalism and respect in all interactions with customers, colleagues, and external partners.

Essential

Job Duties

* Leads the debt collection process for team members.

* Reconciles and generates payouts for Non-Sufficient Funds (NSF) Fees.

* Prepares and manages work schedules for assigned collection-related projects.

* Maintains confidentiality and discretion.

* Reviews, monitors, and approves team assignments and workflow for accuracy and timeliness.

* Sends necessary correspondence to customers and collection agencies promptly.

* Keeps track of payment and sends payment reminders to customers.

* Updates the account statuses in the collections systems when the debt has been paid.

* Research and conduct background checks for pending contracts

* Investigates billing errors, disputes, and communicates resolutions with customers.

* Respond to customer inquiries and assist with payment-related issues.

* Research and dispute credit card chargebacks as needed.

* Performs other duties as assigned or required.

Minimum Qualifications

* Bachelor's degree from an accredited college or university.

* Five (5) years of full-time work experience in general accounting, collections, or related financial experience.

OR

* High School Diploma or GED.

* Seven (7) years of full-time work experience general accounting, collections, or related financial experience.

Preferred Qualifications

* Current employee of the Clerk of the Circuit Court.

* One (1) year of full-time work experience in general accounting, collections, or related financial experience in a government setting.

* One (1) year of full-time supervisory or managerial experience preferably in a collections department or role.

Knowledge, Skills, Abilities and Other Characteristics

* Excellent organization, analytical, planning, and problem solver skills.

* Efficiency in entering and retrieving data and preparing informative reports.

* Computer literacy and proficiency with Microsoft Office including Word and Excel.

* Ability to follow directions, multi-task and problem solve in a fast-paced environment.

* Ability to communicate effectively; strong written and verbal communication skills.

* Ability to interact in a professional manner with the general public, employees, and court personnel.

* Capability of notifying management of critical incidents.

* Ability to work independently and with team members.

* Ability to works independently; strong problem solving and critical thinking skills.

* Ability to facilitate meetings and presentations.

* Ability to multi-task and meet deadlines.

* Ability to manage daily workflow and monitor team productivity to ensure timely task completion and operational efficiency.

* Strong research skills with the ability to gather, analyze, and summarize information from various sources.

* Proficiency in tracking, organizing, and maintaining data using spreadsheets, databases, or tracking systems.
