Summary

The Director of HCV Finance provides strategic financial leadership, oversight, and accountability for the Housing Choice Voucher (HCV) Program. This role ensures effective stewardship of federal funding, regulatory compliance with HUD requirements, and alignment of financial operations with organizational objectives.

The Director serves as a key advisor to executive leadership and collaborates across departments to oversee Housing Assistance Payments (HAP), administrative fee utilization, budget development, forecasting, financial reporting, leasing and utilization analysis, and long‑range financial planning. This position directly supports program sustainability, voucher utilization, SEMAP performance, and operational excellence.

Essential Duties and Responsibilities
  • Provide strategic leadership for all financial operations associated with the HCV Program.
  • Monitor HAP expenses, administrative fee reserves, restricted funds, and overall program expenditures.
  • Develop and manage annual operating budgets, multi‑year forecasts, and financial projections.
  • Analyze trends in leasing, per‑unit cost (PUC), utilization, attrition, and funding availability.
  • Ensure accurate reconciliation of HAP disbursements and timely financial reporting.
  • Oversee cash management and liquidity planning for HCV funding streams.
  • Identify financial risks and implement mitigation strategies to safeguard program sustainability.
HUD Compliance & Reporting
  • Ensure compliance with HUD regulations, PIH notices, federal financial requirements, and internal policies.
  • Oversee preparation and submission of HUD financial reports and supporting documentation.
  • Monitor funding utilization and ensure adherence to HAP and administrative fee restrictions.
  • Support SEMAP financial indicators and related reporting activities.
  • Coordinate internal and external audits of HCV financial operations.
  • Maintain strong internal controls and financial accountability.
Strategic Analysis & Program Utilization
  • Partner with HCV Operations to assess program effectiveness and evaluate financial impacts.
  • Provide guidance on voucher issuance, leasing strategies, payment standards, and budget authority management.
  • Analyze the financial implications of HUD funding changes, regulatory shifts, market conditions, and inflationary trends.
  • Support financial modeling initiatives, RAD conversions, PBV programs, portability, and other HUD initiatives.
  • Develop dashboards, KPIs, and executive‑level reporting tools to support data‑driven decision‑making.
Leadership & Collaboration
  • Lead, mentor, and develop HCV finance staff.
  • Foster collaboration among Finance, HCV Operations, Compliance, Procurement, and Executive Leadership.
  • Deliver financial updates, utilization insights, and strategic recommendations to senior leadership and/or Board stakeholders.
  • Contribute to organizational initiatives focused on efficiency, modernization, and continuous improvement.
Minimum Qualifications Education
  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field required.
  • Master’s degree preferred.
Experience
  • 7–10 years of progressively responsible financial management experience.
  • At least 5 years in affordable housing, public housing, or HCV program administration strongly preferred.
  • Experience with HUD funding regulations, HAP budgeting, utilization management, and federal compliance preferred.
  • Demonstrated experience leading teams and managing cross‑functional initiatives required.
Knowledge, Skills, and Abilities
  • Strong knowledge of HUD regulations, PIH notices, SEMAP requirements, and HCV funding methodologies.
  • Advanced analytical, budgeting, forecasting, and financial modeling capabilities.
  • Expertise in HAP funding calculations, leasing analysis, reserves management, and voucher utilization strategies.
  • Ability to interpret complex financial and regulatory information.
  • Excellent leadership, organizational, and communication skills.
  • Advanced proficiency in Microsoft Excel and financial management systems.
  • Experience with Yardi or comparable housing management software preferred.
