Under general direction, oversees and coordinates complex payroll operations to ensure accurate processing, compliance with regulatory requirements, and alignment with Authority policies and union agreements. Provides advanced technical expertise, supervises payroll control staff, and serves as a liaison between Payroll and internal departments to resolve high-level issues. Supports strategic payroll initiatives, system enhancements, and continuous improvement efforts.
PRIMARY RESPONSIBILITIES
Leads bi-weekly payroll processing using Oracle ERP system. Ensures the integrity and accuracy of payroll data and calculations. Applies established rules, union agreements, and regulatory guidelines governing compensation and deductions. Approves special payroll runs and high-level pay adjustments.
Oversees and coordinates payroll control functions. Directs work of payroll staff to ensure the timely and accurate execution of processes including time capture, deduction management, and retroactive adjustments. Reviews audit trails and reconciles discrepancies.
Evaluates and improves payroll system processes. Identifies system enhancement needs, tests system changes, and collaborates with IT and HR to implement updates. Develops and refines standard operating procedures.
Monitors compliance with internal controls and regulatory requirements. Recommends and implements controls to mitigate risk. Ensures payroll procedures adhere to FLSA, IRS, and state guidelines.
Develops and reviews payroll reports and analytics. Creates custom reports, monitors seeded and ad hoc reporting and presents findings to management. Ensures accuracy of payroll master data in Oracle.
Resolves complex payroll issues. Serves as escalation point for high-level inquiries involving deductions, union dues, garnishments, and other sensitive payroll matters. Provides expert-level troubleshooting and resolution.
Provides training, guidance, and supervision to payroll staff. Oversees day-to-day activities of Coordinators and Analysts. Provides coaching, performance feedback, and technical support.
Performs related duties as assigned.

CHALLENGES
· Verifying manual payroll data within a limited timeframe.
· Keeping abreast of Fair Labor Standards Act, union contract agreements and Workers’ Compensation regulations.
· Keeping abreast of changes in local, state, and federal laws and changes in policy as they pertain to the payroll function.
Qualifications
EDUCATION/EXPERIENCE REQUIREMENTS
· Bachelor’s degree in Accounting, Business, or a related field plus four (4) years of experience in Accounting or Payroll, and two (2) years of supervisory experience, or an equivalent combination of education and experience.
· Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) preferred.
PHYSICAL REQUIREMENTS
· Position is primarily sedentary, requiring extended use of computers and occasional participation in on-site meetings or trainings.
KNOWLEDGE, SKILLS, AND ABILITIES
· Detailed knowledge of payroll processes, accounting principles, and applicable local, state, and federal payroll regulations.
· Knowledge of union contracts and the ability to interpret and apply payroll-related collective bargaining agreement provisions.
· Strong math and analytical skills to identify and resolve payroll discrepancies.
· Ability to manage payroll data in Oracle ERP systems and generate reports.
· Ability to troubleshoot payroll issues and apply corrective actions.
· Good verbal, written, and interpersonal communication skills.
· Strong organizational skills and attention to detail.
· Ability to supervise and guide payroll staff effectively.
· Proficiency in Microsoft Office and Oracle Payroll.
