PRIMARY OBJECTIVE

Reporting to the Chief Financial Officer, the Deputy Chief Financial Officer (Deputy CFO) oversees and directs the day-to-day operations of the Controllers and Accounting functions of the Finance department. The Deputy CFO is responsible for ensuring the integrity of the District's financial accounting data; overseeing the District's financial reporting functions; maintaining custody of the District's cash and investments; completing cash flow projects;

and investing the District's funds. Performs related duties as required.

ESSENTIAL DUTIES
  • Directs and oversees the day-to-day operations of the Controllers and Accounting functions of the Finance Department, including treasury, accounts payable, and grant accounting.
  • Leads the development and enhancement of financial forecasting models to improve Finances ability to accurately project monthly revenues and expenses against budget.
  • Supports the development, maintenance, and ongoing refinement of CCC's five-year financial pro forma projections.
  • Develops and reports on monthly cash flow statements and projections to support effective fiscal planning and decision-making.
  • Leads the development and implementation of routine monitoring and reporting tools to support the planning and utilization of bond funds.
  • Contributes financial analysis and recommendations to CCC's five-year capital planning process and related capital plan updates.
  • Provides oversight and leadership for CCC's annual audit process and ensures timely and accurate financial reporting.
  • Monitors and analyzes financial performance across the District by operating unit (including colleges and District Office) on a monthly basis by utilizing various reports and preparing monthly financial statements compared to operating budgets, as well as utilizing cash flow projections to assist with making fiscal decisions.
  • Assists in the financial analysis and costing of union contracts and collective bargaining proposals for budgeting and financial planning purposes.
  • Oversees the preparation of financial reports, forecasts, and projections, and provides analysis and interpretation for senior management and executive decision-making.
  • Communicates and collaborates with the Chancellor, the Chief Financial Officer, and all College Presidents/Vice Presidents regarding annual Higher Learning Commission reports.
  • Coordinates with the internal audit department on planned audits, findings, and management responses.
  • Assists the Chief Financial Officer and General Counsel with District financial and operational matters as needed.
  • Performs other duties as assigned by the Chancellor and the Chief Financial Officer.

QUALIFICATIONS
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field from an accredited college or university. Master's degree and CPA/CMA preferred.
  • A minimum of seven (7) years of progressively responsible experience in finance or accounting, preferably within a public sector, higher education, or similarly complex organization.
  • An equivalent combination of education and experience may be considered at the discretion of management.
  • Demonstrated experience across multiple areas of financial management, including treasury, accounts payable, general and grant accounting, and capital budgeting.
  • Experience working in a large, multi-site, multi-union higher education or public sector organization preferred.
  • Experience with enterprise financial systems (ERP).
  • Comprehensive knowledge of fiscal management principles and practices.
  • Knowledge of governmental and financial accounting standards, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
  • Knowledge of accounting and auditing rules and regulations, as well as established accounting best practices.
  • Knowledge of investment principles and cash management strategies applicable to public sector organizations.
  • Knowledge of financial analysis and financial reporting.
  • Knowledge of strategic planning, capital planning, and policy development.
  • Knowledge of team leadership, project management, and organizational operations.
  • Excellent leadership skills, including guiding teams, providing direction, and influencing organizational outcomes.
  • Strong analytical and problem-solving skills, with the ability to apply innovative and creative approaches to complex work-related challenges.
