Primary Function:

To ensure that the State's Attorney's Office ("SAO") is in good standing with its procurement procedures and processes, including compliance with guidance and regulations as mandated by federal, state or local laws.

Working Environment:

Monday - Friday, 8:30 am - 4:30 pm

Physical Requirements:

(a) Sedentary work. Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.

Duties/Responsibilities:

* Prepare requisitions and purchase orders

* Receive and prepare bills for payment

* Verify payment status on all invoices

* Maintain vendor records used by the SAO and request new vendor set-ups

* Have in-depth knowledge of the regulations and ordinances of the Office of Procurement for Cook County

* Familiar with the Cook County Board of Commissioners contract approval process and deadlines

* Have in-depth knowledge of the Cook County procurement procedures regarding grants

* Prepare new contract and amendment request packages

* Meet deadlines set by the SAO, Cook County Comptroller and Cook County Budget department

* Coordinate order deliveries

* Seek quotes from vendors and Marketplace contract holders when necessary

* Review requests for proper specifications and work with the requester to ensure completeness

* Monitor direct pay and contract spend

* Perform routine Purchase Order maintenance

* Participate as a county Procurement Business Partner

* Agency Liaison to the County's print graphic shop

* Ensure SAO Purchasing SharePoint site data is current

* Monitor and update various SAO Purchasing SharePoint site lists

* Create and update purchasing related forms

* Work on projects to further streamline purchasing process and functions

* Create spend analysis and anticipated spend projections on SAO contracts and contract authority

* Interacts regularly with State's Attorney's Office employees

* Interacts regularly with other Cook County agencies

* Interacts regularly with outside agencies and vendors

* Regular access to confidential information

* Perform other duties as assigned

Qualifications

Required:

* The candidate must have excellent communication skills both oral and written, organizational skills, and possess the ability to multi-task.

* Minimum of five years of public sector purchasing related experience required, with a bachelor's degree in a business related major preferred.

* Proficiency in Microsoft Office applications required.

Preferred:

* Bachelor's degree in business is preferred.
