Summary

Under the general direction of the Chief Procurement Officer, the Contract Compliance Officer monitors and evaluates contracts for compliance with the County’s MBE/WBE program and contract terms. Manages a large caseload from inception to closeout; conducts detailed reviews and reporting; participates in pre-submittal bid and proposal meetings; reviews bid, proposal, and contract submittals for compliance; and performs other duties as assigned.

Minimum Qualifications
  • Possession of a High School Diploma or GED is required.
  • Seven (7) years of full-time work experience in reviewing, monitoring and reporting of minority- and women-owned business enterprise contract participation; contract compliance; or a supplier diversity program is required.
  • Valid driver’s license is required.
  • OR Graduation from an accredited college or university with an Associate’s Degree is required, plus five (5) years of related experience and valid driver’s license.
  • OR Graduation from an accredited college or university with a Bachelor’s Degree is required, plus three (3) years of related experience and valid driver’s license.
Preferred Qualifications
  • Bachelor’s Degree in Business Administration or Public Administration.
Knowledge, Skills, Abilities, and Other Characteristics
  • Knowledge of contract administration and management.
  • Knowledge of managerial systems, methods and organizational procedures.
  • Ability to interact effectively with clients and vendors related to MBE/WBE certification and contract compliance.
  • Proficiency in Microsoft Office Word, Excel and other statistical software programs and databases.
  • Ability to analyze problems and develop and evaluate options to implement solutions.
  • Ability to apply modern management methods to administrative problems.
  • Ability to communicate effectively in writing and verbally.
  • Ability to understand and apply laws, rules and regulations.
  • Ability to collect data for reports and presentations on MBE/WBE participation, budgets and performance.
  • Travel will be required to work assignments throughout Cook County.
Physical Requirements

Sedentary work; may involve lifting up to 10 pounds occasionally and walking or standing for brief periods. Primarily seated work with occasional movement.
