Position OverviewThe Program Evaluation Analyst conducts data‑driven, evidence‑based rapid cycle program evaluations and analyses for OCHIN. The role partners with leaders and subject matter experts to develop, implement, and report on evaluations that drive change and innovation across the organization.
Essential Duties- Conduct systematic literature reviews to inform program evaluation and analyses.
- Perform rapid‑cycle evaluations and analytics to assess the impact of OCHIN initiatives such as the Release Program, Builder Program, Credentialing Services, Health Center Controlled Network (HCCN), and Preferred Technology Partners.
- Lead projects that elevate stakeholder needs to improve their experience.
- Communicate and partner with subject matter experts to design, develop, and execute evaluation plans.
- Collect, validate, analyze, and interpret quantitative and qualitative data‑based findings to refine program efforts and determine evidence‑bases for interventions.
- Establish an evaluation framework and identify tools applicable to evaluation and analytics projects to support learning dissemination.
- Develop and implement equity, justice, and data de‑colonization frameworks for data analytics projects.
- Analyze and process data sets using advanced querying, visualization, and analytics tools.
- Build, maintain, and continually improve systems and processes for data collection, analysis, and reporting—including program evaluations, HCCN activities, and other projects.
- Manage multiple evaluation and analysis projects simultaneously, generating high‑quality deliverables (e.g., data tables, graphs, charts, study reports, dashboards) and packaging findings for executive‑level stakeholders.
- Assist in using data to drive differentiation, advance strategic priorities, and improve outcomes.
- Build and maintain relationships with internal and external stakeholders.
- Collaborate and communicate across disciplines and OCHIN teams.
- Participate in internal cross‑departmental project teams as needed (e.g., Research, Clinical).
- Minimum 3 years of experience in rapid‑cycle evaluation, research, data analytics, or implementation science.
- Bachelor’s degree in healthcare (public health, health promotion, nursing), applied mathematics, statistics, or related field required; master’s degree preferred.
- Experience with quantitative or qualitative software tools.
- Experience creating reports, charts, and graphs.
- Experience in a telecommuter role and comfortable with remote technologies (e.g., Zoom).
- Demonstrated experience with program evaluation.
- Excellent interpersonal, intercultural, and customer‑service skills.
- Effective written and verbal communication with diverse audiences.
- Learning mindset and curiosity for new knowledge.
- Strong time‑management and multi‑project handling capabilities.
- Strong organizational skills, especially around documentation and information management.
