Family and Community Resource Center Administrator

The Division of Family and Community Services is seeking to hire an energetic and detail-oriented administrator to oversee the operations of the Southeast Family and Community Resource Center. The position supervises and administers the activities of professional and non-professional staff providing casework services to applicants seeking public assistance or referrals. The Division helps Illinois residents by connecting them with many programs and services.

Position Overview

The Division of Family and Community Services is seeking to hire an energetic and detail-oriented administrator to oversee the operations of the Southeast Family and Community Resource Center. The position supervises and administers the activities of professional and non-professional staff providing casework services to applicants seeking public assistance or referrals. The Division helps Illinois residents by connecting them with many programs and services.

Essential Functions

  • Serves as Administrator of a Family and Community Resource Center (FCRC) in the Division of Family & Community Services (FCS), Department of Human Services (DHS).
  • Serves as full-line supervisor.
  • Reviews and evaluates reports of casework activities including error reports, audit findings and quality assurance reviews.
  • Interprets, explains and implements new policies and procedures or changes in existing policies and procedures.
  • Travels to establish and maintain effective public relations with employers and other interested parties in the local area served.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in a social or human services field. Requires three (3) years progressively responsible administrative experience in a health or human services organization that provides direct services to the public.

Preferred Qualifications

Three (3) years of professional experience interpreting and implementing policies, procedures and goals of public assistance services such as cash, food and medical assistance programs. Three (3) years of professional experience in a public assistance eligibility system such as Integrated Eligibility Systems (IES). Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.

Two (2) years of professional casework experience in a social service agency. Two (2) years of professional experience providing technical training and assistance to staff to ensure the accurate and timely benefits in service delivery.

Conditions of Employment

Requires ability to travel in the performance of duties, with overnight stays as appropriate. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Mon - Fri, 8:30am - 5:00pm; 1-hour unpaid lunch
