The Illinois Criminal Justice Information Authority is seeking a highly motivated individual to oversee compliance of ICJIA's implementation and maintenance of the Illinois Grant Management System. This position manages day-to-day compliance with GATA and agency internal policies. This role will formulate and develop policies for monitoring and accountability of ICJIA's programs. This includes developing and implementing policies, procedures, and guidelines for the ICJIA's administration of grants and directing senior management on grantee monitoring projects, actions for non-compliant grantees and interpretation of policy.
This position serves as the specialist for grant accountability tools and as Agency trainer on tools.
Essential Functions:
- Oversees compliance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200), the Grant Accountability and Transparency Act (GATA), and agency grant program accountability requirements.
- Formulates and develops policies for monitoring and accountability of ICJIA's programs.
- Serves as full line supervisor of staff managing the agency's implementation and use of the Illinois Grant Management System (Ampli Fund).
- Serves as the agency liaison in meetings with the Grant Accountability and Transparency Unit (GATU) within the Governor's Office of Management and Budget and external Ampli Fund staff.
- Develops and implements agency corrective action plans in response to federal and state audits.
- Serves as point of contact for all agency audits.
Minimum Qualifications:
- Requires knowledge, skill, and mental development equivalent to completion of 4 years of college.
- Requires prior experience equivalent to four years of progressively responsible administrative experience working with compliance and grant management.
Preferred Qualifications:
- Prefers 5 year of experience drafting and reviewing contracts, grant agreements, drafting notice of funding opportunities, or grant proposals.
- Prefers a minimum of 5 experience in drafting grant-related policy or procedures.
- Prefers 2 years working knowledge of the GATA Implementation System.
- Prefers 2 years experience working in a state or local government, non-profit, or not-for-profit agency.
- Prefers 2 years of experience providing technical assistance to grantees.
- Prefers working knowledge of Ampli Fund or other similar grants management software.
- Prefers at least 3 years of supervisory experience.
