Description

One Family Illinois (OFI) is a child welfare and behavioral health organization committed to providing safe, stable, and supportive environments for youth and families. OFI operates residential village programs and community-based services throughout Illinois.

As OFI expands its behavioral health services, the organization seeks to implement Medicaid billing infrastructure to ensure financial sustainability and regulatory compliance.

Within 30 days of RFP release

Project duration:
Approximately 90 days

Project Overview:

OFI is seeking proposals from qualified consultants with expertise in Medicaid billing implementation, Illinois HFS regulations, and nonprofit behavioral health operations. The selected consultant will guide OFI through readiness assessment, vendor selection, workflow development, and launch preparation.

Scope of Services
  • Conduct Medicaid readiness assessment
  • Review documentation and credentialing standards
  • Assist with Medicaid billing vendor evaluation and selection
  • Develop compliant billing workflows
  • Align processes with Illinois HFS, DCFS, and COA requirements
  • Provide staff training
  • Support launch implementation and early-stage monitoring
Requirements
  • Minimum 5 years of Medicaid billing experience
  • Experience with Illinois Medicaid (HFS) strongly preferred
  • Experience with nonprofit behavioral health agencies
  • Familiarity with child welfare service systems
  • Demonstrated success implementing billing infrastructure
  • Quality and timeliness of work and the ability to effectively communicate (verbal and written) and to work efficiently
  • Sensitivity to cultural and socioeconomic characteristics of clients and staff
  • Ability to exercise discretion and independent judgment
  • Ability to handle sensitive and confidential information with divulging the contents of same only as authorized
  • Ability to work in an alcohol, tobacco, drug, and firearm-free environment

    Willingness and ability to pass DCFS background check including CANTS/SACWIS and SORS (may take several weeks)
