Position Overview

JMark Services, Inc is seeking a highly motivated and analytical Countering Adversary Defense Industry Staff Officer II to support the HUMINT & Sensitive Activities Directorate within the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)).

This position supports critical national security initiatives focused on identifying, analyzing, and countering adversary defense industry threats through intelligence integration, interagency coordination, and strategic operational support. The ideal candidate will possess strong analytical capabilities, exceptional communication skills, and experience operating within the Department of War, Intelligence Community (IC), or interagency environments.

This role requires the ability to thrive in a fast-paced, high-visibility environment supporting senior leadership and mission-critical operations.

Key Responsibilities Data Analysis & Strategic Support
  • Independently analyze complex data sets and intelligence reporting to identify strategic opportunities supporting division objectives.
  • Identify all-source intelligence gaps and recommend executable actions leveraging DoW, IC, and Law Enforcement authorities and capabilities.
  • Identify emerging trends, risks, and opportunities for collaboration across operational campaigns.
Project Development & Operational Coordination
  • Develop and coordinate projects across DoW and USG stakeholders supporting:
    • Multi-INT operations
    • Sensitive operations
    • Intelligence collection and analysis activities
    • Intelligence reintegration initiatives
Stakeholder Engagement & Senior-Level Support
  • Coordinate staff actions with internal and external stakeholders to secure support for division recommendations.
  • Prepare executive-level briefings, talking points, read-ahead materials, visual presentations, and strategic communications for senior DoW leadership and IC partners.
Meeting & Working Group Support
  • Coordinate and facilitate virtual and in-person meetings.
  • Represent division priorities and mission objectives in interagency working groups and collaborative forums.
Governance, Policy & Mission Oversight
  • Support governance activities, task monitoring, mission execution tracking, and operational analysis.
  • Provide recommendations supporting policy development and compliance oversight for senior decision-makers.
Interagency Coordination & Information Management
  • Develop and maintain collaborative relationships across interagency communities of interest and specialized working groups.
  • Create and maintain information management tools, repositories, and tracking systems supporting division operations.
Process Improvement & Assessments
  • Consolidate and analyze qualitative and quantitative data to support assessments and decision-making.
  • Formalize and improve division business processes to enhance operational efficiency and mission effectiveness.
Required Qualifications
  • Active TS/SCI Clearance
  • Bachelor’s Degree from an accredited institution
  • Minimum of 3 years of experience producing reports, briefings, or analytical products within the Department of War or Intelligence Community
  • Minimum of 3 years of intelligence analysis experience
  • Strong analytical, organizational, verbal, and written communication skills
  • Ability to manage multiple priorities in a dynamic, high-tempo environment
  • Demonstrated ability to collaborate across agencies and senior leadership levels
Preferred Qualifications
  • Experience supporting HUMINT, Sensitive Activities, or interagency operations
  • Familiarity with multi-INT operational environments
  • Experience supporting executive-level decision-making and governance processes
  • Strong briefing and visual presentation development skills
