DEPUTY CHIEF INFORMATION OFFICER, ADMINISTRATION (BUREAU OF TECHNOLOGY) – SHAKMAN EXEMPT

OVERVIEW

Cook County Bureau of Technology seeks an experienced Deputy Chief Information Officer, Administration to collaborate with senior leadership on policy development, strategic planning, and operational direction for a major division. The role assists in managing day‑to‑day division activities, organizing and administering operations, and supporting implementation of policies and procedures, serving in a confidential advisory capacity and reporting directly to senior leadership.

RESPONSIBILITIES
  • Coordinate with bureau/department management, staff and supervisory personnel to accomplish legislative goals and objectives.
  • Establish long‑ and short‑term legislative goals and set priorities for the division.
  • Review employee knowledge and skill needs and establish or coordinate training plans.
  • Respond to and resolve legislative complaints related to service delivery.
  • Research industry practices that reflect the most effective application of information processing technology and resources.
  • Assist in establishing and implementing policy changes to unify technology across the bureau/departments and manage performance.
  • Write reports from analysis of research or investigation.
  • Consult with and advise user bureau/department management on service requests and problems.
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality seamless customer service.
  • Handle confidential and sensitive documents related to county‑wide usage of computerized systems, security matters, and personnel issues.
REQUIRED QUALIFICATIONS
  • Graduation from an accredited college or university with a Bachelor’s Degree or higher in any discipline.
  • Five (5) years of experience in information technology, software development, data management, IT infrastructure, or a directly related field; or an equivalent combination of education and experience.
PREFERRED QUALIFICATIONS
  • Bachelor’s Degree in Computer Science, Information Technology, or Engineering.
  • Eight (8) years of experience in software development, data management, or IT infrastructure.
  • Six (6) years of prior management experience.
  • Executive C‑level management experience such as Deputy Chief Information Officer or Deputy Chief Technology Officer.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Ability to manage a range of functions and provide strategic leadership across multiple areas, including supervision, personnel administration, legislative matters, and budgeting.
  • Knowledge of computer operations management, systems programming, design, electronic data processing systems, and installation or user technology; knowledge of advanced technical and business skills within an assigned function.
  • Knowledge of computer systems planning and feasibility research methods; knowledge of project organization, management, and control; ability to analyze and evaluate the feasibility and suitability of division projects.
  • Ability to exercise independent judgment across multiple functions for highly complex issues to implement strategic solutions.
  • Ability to communicate effectively with individuals and groups in face‑to‑face, one‑to‑one, or telephone settings on technical and non‑technical issues.
  • Ability to produce clear technical and non‑technical written documents with proper sentence construction, punctuation, and grammar.
  • Ability to work cooperatively with other county officials, department heads, and employees.
  • Ability to align team goals with the overall strategic vision and implement strategic solutions.
  • Ability to exercise independent judgment and make sound decisions, particularly for complex issues.
PHYSICAL REQUIREMENTS

Sedentary work involving exerting up to 10 pounds of force occasionally or a negligible amount frequently to lift, carry, push, pull, or otherwise move objects; may involve walking or standing for brief periods of time.

RESIDENCY REQUIREMENT

Position is exempt from normal career service rules. If the employee does not currently reside in Cook County, they have six (6) months from hire to establish actual residency.
