Position Overview

JMark Services, Inc. is seeking an experienced Influence, Deception, and Perception Management Activities Staff Officer SME IV to support the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)), Sensitive Activities & Special Programs (SASP) Directorate.

This senior-level position provides strategic planning, policy coordination, oversight support, and executive-level reporting related to influence, deception, and perception management operations, activities, and investments. The ideal candidate is a seasoned defense professional with extensive experience supporting complex policy, operational planning, and sensitive activities within the Department of War and Intelligence Community environments.

Key Responsibilities
  • Develop, coordinate, and promulgate strategies, plans, and recommendations supporting DoW influence, deception, and perception management-related operations and investments.
  • Provide strategic analysis and operational planning support aligned with national defense priorities and sensitive activity objectives.
Oversight & Governance
  • Assist senior leadership with oversight and governance activities, including staff assistance visits, compliance reviews, and operational assessments.
  • Evaluate program effectiveness and ensure alignment with applicable policies, directives, and operational guidance.
Policy Coordination
  • Develop, review, and coordinate staff packages, briefing materials, decision memorandums, and action items supporting time-sensitive leadership requirements.
  • Facilitate coordination across DoW, Intelligence Community, and interagency stakeholders.
Reporting & Executive Briefings
  • Produce executive-level reports, briefings, talking points, and read-ahead materials for senior leaders, Congress, and Executive Branch officials.
  • Translate complex operational and policy matters into concise, actionable information products.
  • Coordinate with operational, intelligence, policy, and strategic communications stakeholders to ensure synchronization of influence and deception-related activities across broader DoW and IC objectives.
  • Support cross-functional integration efforts involving sensitive operations and strategic initiatives.
Required Qualifications
  • Active TS/SCI Clearance required
  • Bachelor’s Degree from an accredited institution
  • Minimum of 10 years of experience supporting policy development, policy analysis, operational planning, assessments, risk analysis, or related functions within the Department of War or Intelligence Community
  • Demonstrated experience preparing executive-level briefings, staff packages, and strategic documentation
  • Strong written and verbal communication skills
  • Ability to operate independently in high-visibility, fast-paced environments
Preferred Qualifications
  • Experience supporting OUSD-level organizations or senior defense leadership
  • Familiarity with sensitive activities, influence operations, strategic communications, or deception planning
  • Experience coordinating across Joint Staff, Combatant Commands, Intelligence Community, and interagency partners
