A day in the life

Prologis is seeking an experienced Development Services and Entitlement professional to manage site feasibility and site planning efforts, manage due diligence, public approvals, play a lead role and engage community stakeholders for projects in Prologis’ Dallas, Houston or Chicago markets as the Director, Development Services & Entitlements. The ideal candidate is task-oriented, customer-focused, and has a track record of successfully partnering with local and internal company stakeholders to manage zoning due diligence and deliver project approvals within anticipated timelines.

The position requires a high degree of energy, enthusiasm, organization, technical competence, team-based attitude and professionalism. The position will reside in our Dallas, Houston or Chicago offices and reports to the VP, Development Management - Entitlements Central Region. Prologis is a hands-on company, and travel will be required to meetings in other offices, jurisdictional meetings and project hearings.

Responsibilities

Due Diligence & Risk Management

  • Lead and manage project-specific due diligence efforts in coordination with internal teams and external consultants.
  • Identify, evaluate, and mitigate acquisition and pre-development risks, including environmental, geotechnical, utilities, off-site improvements, traffic, right-of-way, natural and cultural resources, and development-related fees.
  • Synthesize due diligence findings into actionable risk assessments and recommendations.

Site Feasibility & Technical Planning

  • Conduct site feasibility analyses and prepare conceptual site plans (CAD) to evaluate yield, functionality, circulation, grading, and stormwater compliance.
  • Ensure site layouts align with zoning regulations, design standards, and development constraints.
  • Support early-stage planning to inform land strategy and capital allocation decisions.

Entitlements & Agency Approvals

  • Develop and execute entitlement strategies to secure zoning approvals, permits, and agency clearances required for construction commencement.
  • Direct consultant teams and legal counsel through planning, design review, DEP, DOT, and other jurisdictional approval processes.
  • Manage application preparation, submittals, review cycles, and conditions of approval to maintain project schedules.

Government & Community Engagement

  • Serve as the primary liaison to municipal staff, elected officials, and community stakeholders for assigned projects.
  • Lead public outreach efforts and represent Prologis at public hearings, agency meetings, and community engagements.
  • Partner with Government Affairs to proactively engage trade associations and key influencers impacting the development pipeline.

Project Coordination & Communication

  • Oversee entitlement-related pre-construction coordination to ensure seamless transition to plan check and construction.
  • Track and communicate project status, key risks, and schedule impacts to internal stakeholders and leadership.
  • Manage multiple projects concurrently in a dynamic, fast-paced environment
Building blocks for success

Required:

  • 7+ years’ experience working in the field of Civil Engineering, Architecture, Development, Construction Management, or related industry.
  • Familiarity with site planning, entitlements, permitting, and development documentation.
  • Experience managing the development and pre-construction process for industrial, infill, data centers, mixed-use, and/or life sciences strongly desired.
