Program Manager

As Program Manager, you will be responsible for the planning, execution, and delivery of large-scale, multi-year capital improvement programs within complex infrastructure environments while meeting client objectives. This role provides strategic leadership to ensure programs are delivered safely, on schedule, within budget, and in compliance with regulatory, contractual, and organizational requirements. It requires demonstrated experience managing programs valued in the hundreds of millions to multi-billion-dollar range in the transportation/tolling or water/wastewater sectors.

Duties

and Responsibilities

You will drive the delivery and success of large programs, ensuring all strategic objectives are defined and executed. This includes delivering a multi-billion-dollar capital program on behalf of the client, managing the annual capital budget and reporting, overseeing document control and regulatory needs, and managing a large team of subconsultant firms that support program management efforts.

You will own project schedule management, planning and organizing program requirements from start to completion across deadlines, milestones, and processes. Through regular progress reports and meetings, you'll provide timely status updates and data-driven analysis on program performance, including the contingencies needed to keep goals on track.

Beyond delivery, you will provide executive oversight and strategic guidance for community outreach, public relations, and legislative affairs efforts, and act as a senior advisor to the client's executive leadership, public agency officials, and external partners. You'll devise evaluation strategies to monitor performance and identify improvements that increase efficiency, and bring technical innovation and data-driven solutions, exploring and implementing automation and artificial intelligence where appropriate.

You will apply change, risk, and resource management principles as needed, and coach, motivate, and develop an engaged team that achieves its goals efficiently. Maintaining a continuous-improvement mindset, you'll look for ways to enhance the efficiency and productivity of procedures while ensuring program operations adhere to legal guidelines and internal policies. You will also support business development by sharing your knowledge and insight to help inform which opportunities to pursue, and keep senior management informed with detailed, accurate reports and presentations.

Skills, and Abilities

This role requires knowledge and experience in the roadway/bridge tolling or water resources industry, along with a thorough understanding of program and project management techniques and methods.

You should bring excellent knowledge of performance evaluation techniques and key metrics in a program management environment, strong command of data analysis, reporting, and budgeting, and business acumen paired with strategic ability.

Excellent organizational and leadership skills, an analytical and problem-solving mindset, and strong communication are essential, as is the ability to work within varied partnerships and cross-functional teams in a collaborative, results-driven way.

Education and Experience

Candidates should have 15+ years of experience delivering infrastructure or capital construction programs, including direct leadership of very large, complex programs in the transportation or water resources industries, and proven experience as a program director or in a comparable managerial role. A bachelor's degree is required; a master's degree is a plus, and a Professional Engineer (PE) license is a plus.
