POSITION SUMMARY

The Senior Construction Project Manager will manage projects from inception through close-out, be accountable for adherence to the project budget schedule and completion of the approved scope. The Senior Construction Project Manager will communicate expectations to team members and stakeholders and resolve any issues throughout the project life cycle. Additionally, the Senior Construction Project Manager will lead the management of the design contract, oversee scope development, manage the internal review process for design, review constructability logic and value management, and manage overall project coordination.

This position will be accountable for successfully executing large elevator construction projects and other complex and higher value contracts with Architects/Engineers and other technical consultants and coordinate the design review efforts with CHA, City of Chicago Department of Buildings and other regulatory agencies to ensure that all design documents comply with Federal, State and Local regulations and guidelines. Serve as mentor to other project managers.

DUTIES AND RESPONSIBILITIES
  • Achieve project objectives by creating clear and attainable project plans, building scope of work requirements, managing project cost, project schedule and scope of work.
  • Act as the CHA liaison for activities between the CHA, Architects, Engineers, Consultants, General Contractors, Asset Management and Tenant groups.
  • Plan the project programs, implement project objectives, plan, monitor, control and record all activities throughout project's lifecycle.
  • Facilitate a total team method to define each project scope, project goals and stake holder deliverables.
  • Manage project budget and project resource allocation.
  • Perform all design reviews for accuracy and adherence to applicable codes.
  • Supervise the overall performance of all projects as relating to scope, safety, quality, schedules costs, and review project budget and project resource allocation.
  • Track project deliverables using appropriate project control tools, monitor and report weekly projects and present progress, problems and recommended solutions to all stakeholders.
  • Monitor and record project performance and measure variances from the contract documents and report on progress of the project to all stakeholders.
  • Responsible for holding weekly project meetings with all consultants as well as on-site construction meetings with the general contractor, architect, and various other stakeholders.
  • Responsible for verifying allocated budgeting for projects, as well as the issuance of requisitions and purchase orders through CHA's internal systems.
  • Identify potential problems and establish corrective actions in a timely manner.
  • Review and approve contractor's progress schedules; reviews and approves the monthly progress invoice packages for all parties of the project, while tracking the internal process until payment is issued.
  • Monitor and record project performance and measure variances from the contract documents and report on progress of the project to all stakeholders.
  • Maintain accurate project records using the project management system of record to document all contingency usage requests, change orders, request for information, scope of work revisions, potential change orders, contractor three week look ahead schedules, project personnel activities, and overall project progress until completion.
  • Review all project related bulletins, potential change order proposals, independent cost estimates, and negotiate acceptable pricing for approval.
  • Review of close-out documents, including as-builts, for adherence to the contract documents and CHA standard operating procedures.
  • Manage all activities of the architect of record, engineers, all project consultants and the general contractor from notice-to-proceed through close-out and final billing.
  • Supervise and manage multiple projects concurrently.
  • Mentor other project managers.
  • Work with leadership to develop and implement training programs for staff and lessons learned for all assigned projects.
  • Must be available to respond to crisis situations twenty-four hours a day, seven days a week.
  • Perform other duties as assigned
QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Architecture, Engineering, Construction Management or related field or equivalent field/management experience, with a minimum 4 years of responsibility in a project manager role for construction and or building maintenance projects. Preferably for City of Chicago agencies or HUD projects.

The candidate must have a minimum of 2 years of elevator construction management experience.

This individual must possess excellent communication (written, verbal and interpersonal) and negotiation skills.
