Position Overview

The Division of Family and Community Services (DFCS), Office of Workforce Development in the Illinois Department of Human Services (DHS) is seeking a Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) Program Manager. This position manages and implements existing and/or new program policies, procedures, protocols, and program objectives and goals to promote compliance with state and federal grantmaking requirements, involving Grant Accountability and Transparency Act (GATA) and Federal Funding Accountability and Transparency Act (FFATA);

supervises subordinate staff; manages the Unit's efficient and effective use of DHS systems; manages the implementation of onsite and/or remote programmatic monitoring policies, procedures, protocols, and schedules at funded grantees; reviews and approves programmatic Notices of Violations and Corrective Action Plans, which resulted from monitoring activities to promote consistent implementation and compliance with state and federal mandates; travels (with overnight stays) to work with grantees, stakeholders, and other entities to promote comprehensive (diverse, equal, and equitable) service delivery and compliance with contractual expectations;

reviews, analyzes, and generates corresponding written reports regarding proposed and/or existing legislation, statutes, and/or administrative rules to determine programmatic and fiscal impact; and facilitates routine onsite and/or Webex meetings and/or training sessions with grantees and other entities.

Essential Functions

* Serves as the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) Program Manager for the Office of Workforce Development, leading a team of Provider Managers who work with a portfolio of assigned SNAP E&T providers across the state to ensure compliant, high-quality, and effective service delivery that centers around SNAP customer needs.

* Plans, develops, manages, and coordinates with program and fiscal units to manage programmatic review and monitoring processes and visits with the Department and/or relevant agencies.

* As a SNAP E&T subject matter expert, develops training and technical assistance programs and complex management reporting tools.

* Serves as full-line supervisor.

* Represents the Department at meetings, training sessions, and stakeholder engagements related to the SNAP E&T program.

* Works closely with DFCS staff to improve SNAP E&T service delivery, strengthen provider performance, and resolve operational or compliance issues.

* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

* Requires knowledge, skill and mental development equivalent to completion of (4) four years of college, preferably with courses in business or public administration.
