OFFICE OF THE CHIEF JUDGE CIRCUIT COURT OF COOK COUNTY, ILLINOIS JOB DESCRIPTION

JOB TITLE: DIRECTOR OF JUVENILE REDEPLOY SERVICES;
DEPARTMENT: JUVENILE JUSTICE DIVISION;
GRADE: 24;
SALARY: $150,000;

Job Summary and Duties:

The Director of Juvenile Redeploy Services under the general administrative authority of the Chief Judge of the Circuit Court of Cook County oversees all operations funded by the Juvenile Redeploy Grant through the Illinois Department of Human Services. The Director is responsible for budgeting, personnel management, strategic planning, resources, data and statistical analysis and working with all stakeholders involved in the project including the Office of the Chief Judge, Office of the Presiding Judge of the Juvenile Justice Division, the Juvenile Probation Department, Cook County State's Attorney's Office, Cook County Public Defender's Office and the Juvenile Temporary Detention Center.

Redeploy Services are intensive services available to adjudicated youth in designated judicial calendars throughout Cook County.

  • Develops and implements goals, objectives, policies, procedures and work standards for the program.
  • Provides leadership, guidance, advice, professional opinion, information, research, and support regarding program activities.
  • Plans the Redeploy Program budget annually for submission to the Illinois Department of Human Services, which helps to protects the community, ensures that youth are held accountable for their conduct; prevents delinquency, reduces recidivism, and diverts youth from the Illinois Department of Juvenile Justice.
  • Recruits, manages and directs the activities of all Redeploy staff;
  • Prepare monthly and quarterly reports as requested by both the Office of the Chief Judge and the grant funder as requested.
  • Reviews all invoices submitted by partner agencies for submission to the Chief Judge's Office.
  • Works closely with the judiciary and Redeploy local committee to conduct strategic planning, develop and implement strategies for the prevention of delinquency and the rehabilitation of juvenile offenders; as well as services to parents; and provides advice and assistance to the judiciary;
  • Build and maintain collaborative partnerships with stakeholders to identify service gaps, operational challenges, and systemic barriers, using data, stakeholder feedback, and continuous quality improvement principles to develop innovative, equitable, and trauma-informed solutions.
  • Works closely with University partners; directs research and analytical studies; develops and reviews reports of findings;
  • Develops, implements and directs the program's quality assurance standards;
  • Monitors legislation and evaluates the impact upon departmental and court operations.
  • Recommends and implements policy and procedural improvements;
  • Ensures compliance with all applicable laws, rules, regulations, directives and orders;
  • Represents the Circuit Court with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public;
  • Performs such other duties as may be assigned by the Director of Juvenile Services, the Chief Judge or designee.

MINIMUM QUALIFICATIONS
  • A master's degree in management, public administration, criminal justice, or social services, and five or more years' employment in probation/court services, at least three of which are at a supervisory or administrative level; or
  • A bachelor's degree and seven or more year's employment in probation; court services; or community based services, at least four of which are at a supervisory or administrative level.
  • Residency in the State of Illinois within 90 days of the date of appointment
  • REQUIRED KNOWLEDGE AND SKILLS Knowledge of and ability to implement
    • Theories, principles practices of the juvenile justice system, including institutional, and related child development.
    • Experience leading organizational change related to diversity, equity, inclusion, belonging, or racial equity initiatives.
    • Experience implementing evidence-based practices that improve outcomes for youth impacted by trauma.
    • Ability to work with multiple stakeholders in the development and implementation of service delivery programs.
    • Understanding of the procurement process
    • Principles and practices of social service delivery, including crisis intervention, particularly in relation to children, youth and families.
    • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees.
    • Principles and practices of developing teams, motivating employees and managing in a team environment.
