Program Overview:

The Homeless Veteran Reintegration Program (HVRP) focuses on career exploration and technical training to prepare veterans for in-demand occupations;
Job placement and development to secure stable employment with wages consistent with the local market;
Supportive services addressing barriers such as housing, transportation and healthcare; and Partnerships with public, private and nonprofit organizations to enhance service delivery.

Position Summary:

The HVRP Program Manager will provide day-to-day leadership, oversight and coordination of the HVRP program, ensuring effective implementation, service delivery, staff supervision, stakeholder engagement and compliance with program requirements. The Program Manager will supervise three Employment Coordinators and work collaboratively with internal staff, community partners and other stakeholders to support successful program outcomes for participating veterans.

What You’ll Do:

The HVRP Program Manager oversees daily operations and drives the successful launch, implementation, and continuous improvement of the Homeless Veterans’ Reintegration Program. This role leads a team of Employment Coordinators, establishes effective workflows, and ensures high‑quality service delivery that meets the needs of participating veterans. The manager builds strong partnerships with workforce agencies, veteran‑serving organizations, employers, and community stakeholders while monitoring program performance, outcomes, and compliance with all HVRP requirements.

Responsibilities include staff training and development, data and reporting oversight, problem‑solving operational challenges, maintaining accurate documentation, and representing the program in organizational and community activities. This position plays a key role in advancing the organization’s mission and ensuring veterans receive responsive, effective support on their path to employment.

Qualifications Required
  • Bachelor’s degree from an accredited college or university.
  • Minimum of four (4) years of professional experience in social services, workforce development, human services, veterans’ services or a related field.
  • Demonstrated experience providing program or operational oversight.
  • Experience supervising, coaching and or supporting staff.
  • Strong organizational, communication and interpersonal skills.
Preferred
  • Experience working with veterans or veteran-serving programs.
  • Experience with federal, state or grant-funded workforce development programs.
  • Knowledge of employment services, case management, workforce development and community-based resources.
  • Experience facilitating stakeholder meetings, staff trainings, and program orientations.
Work Environment &

Schedule:
  • Eligible for one remote workday per week after Initial Training Period
  • Community-based travel required
  • Valid driver’s license required
  • Ability to lift up to 50 lbs.
  • Physical demands include sedentary work, computer use, and frequent communication with clients, colleagues, and partners involved in client support.
