Job Description Summary
The Senior Director, Commercial Markets and National Labor Office serves as a key enterprise leader, providing strategic, operational, and relational leadership across two critical BCBS System market segments:
National Accounts (Commercial Markets) and the Labor, Taft-Hartley, Tribal, and Public Sector markets (National Labor Office). This role is responsible for advancing BCBS System leadership by identifying system strategies and solutions that meet market requirements, differentiate the Blue brand, and deliver on customer needs. The Senior Director partners closely with the VP to translate executive vision into executable plans, drives consensus among BCBS Plan stakeholders and the NLO Board, and ensures seamless cross‑functional collaboration across both portfolios.
As a trusted operational leader, this individual brings an exceptional combination of strategic thinking, relationship management, execution discipline, and people leadership to one of the most strategically significant roles within the division.
Strategic Leadership & Executive Partnership:
Serves as the principal deputy to the Vice President of Commercial Markets, providing executive leadership across the Commercial Markets and National Labor Office portfolios and ensuring seamless continuity of operations as the VP’s delegate. Partners closely with the VP to shape and execute division-wide strategy, translating organizational priorities into actionable plans and driving alignment across functions. Acts as a trusted advisor on complex business matters, supports key decision-making, and represents the VP and the division in high‑profile internal and external engagements.
Commercial Markets and Labor Market Strategy:
Leads multi‑year business plan development for the Commercial Markets (National Accounts) and the National Labor Office (Labor, Taft‑Hartley, Tribal, and Public Sector) market segments. Establishes performance metrics, baseline growth targets, and KPIs to track competitive positioning and market adoption of solutions. Anticipates market opportunities, proactively implements solutions, and ensures day‑to‑day operations meet BCBS Plan and market expectations across both portfolios.
BCBS Plan and NLO Board Stakeholder Engagement:
Serves as the primary relationship steward for BCBS Plan senior leadership, NLO Board executives, Consortium Health Plans (CHP), and external industry stakeholders. Facilitates governance, work groups, and best‑practice sharing forums. Represents BCBSA at Board Committee, Subcommittee, and external industry meetings. Drives consensus on complex and sensitive issues, builds internal and licensee alignment, and advances collaborative solutions that strengthen the Blue System's market position.
Product, Solution Ownership and Financial Oversight:
Oversees product and solution development, including the UDS process and NLO market offerings. Directs vendor management, actuarial and marketing strategy development, and operational processes that optimize network discount positioning and support BCBS Plan sales and retention. Accountable for budget development and financial oversight across both portfolios; ensures programs are delivered within budget and that investments in people, systems, and process enhancements deliver measurable value.
Team Leadership and Talent Development:
Leads, manages, and develops a high‑performing team across Commercial Markets and National Labor Office functions. Drives performance management, professional growth, and a positive and inclusive work environment. Motivates and inspires team members to align with and achieve organizational goals. Fosters a culture of operational excellence, data accuracy, and continuous improvement. Mentors emerging leaders and builds bench strength in support of BCBSA division initiatives.
