Position Summary

Under supervision, this role oversees internal communications and external marketing campaigns to promote the HR recruitment strategy. The incumbent develops original content and creative messaging that drives branded communications across the website, social platforms, digital displays, print collateral, email, and print advertising. Responsibilities include managing content and interactions on CTA’s social media channels (Linked In, Twitter, Facebook, Instagram, You Tube and internal platforms), coordinating CTA recognition programs, and supporting outreach efforts aligned with CTA’s Diversity Recruitment Plan.

Responsibilities
  • Creates and oversees communication channels such as newsletters, intranet, and social media to keep employees informed and engaged with HR initiatives and programs.
    • Reviews content and provides final editing for product delivery.
    • Collaborates with HR leaders to understand their communication needs and develops targeted messaging to support their objectives.
    • Writes, edits, and distributes internal communications—including emails, memos, presentations, and videos—in a clear and compelling manner.
    • Ensures all HR communications align with the overall messaging and branding of the Authority.
    • Monitors and tracks the effectiveness of internal communications and makes recommendations for improvements.
    • Communicates ideas to the general public concisely and engagingly.
  • Executes communication and marketing efforts designed to attract top talent, help position CTA as an employer of choice, and positively impact employee and candidate experiences.
    • Partners with senior manager and Talent Acquisition to develop marketing and outreach strategies and materials, including content development and coordination of design activities.
    • Effectively writes and edits communication materials and other content as requested, reviewing, revising, and correcting written material for accuracy, clarity, and organization.
    • Reviews, spell‑checks, and error‑checks web content before and after release to maintain high‑level, error‑free content.
    • Utilizes Adobe Creative Cloud products to digitally import, export, and edit video, audio, and digital files.
    • Uses analytics to measure engagement/reach, develops reports and strategic guidance.
    • Identifies appropriate media outlets, paid media opportunities, and community partners to reach target audience.
    • Collaborates with Manager to ensure marketing strategies align with overall HR business strategy.
  • Supports HR’s strategic communications team by developing and implementing key messages to target internal and external audiences, while maintaining business standards and guidelines in accordance with Authority goals.
    • Develops and executes internal communications strategies that keep employees engaged, informed, and supported.
    • Ensures effective and consistent messaging to employees.
    • Collaborates cross‑functionally to develop and update content for internal communication (emails, digital display monitors) and external communication (recruitment website, Linked In page).
    • Highlights department accomplishments, initiatives, and other relevant topics for publication in internal and external media.
    • Manages social media calendar and daily Linked In content.
  • Supports the development of a comprehensive workplace safety culture by coordinating consistent engaging initiatives, communication, and activities that promote employee participation.
    • In partnership with CTA’s Safety Department, promotes the communication of SMS standards and recognizes compliance.
    • Plans, manages, and delivers safety‑related engagement, recognition, and related activities that acknowledge employee contributions and promote consistent, positive safety messaging.
  • Participates in the development, implementation, and administration of Human Resources outreach‑based projects, goals, objectives, and policies.
    • Establishes relationships within the organization and the community to develop and enhance client and community partnerships to assist in the recruitment of a diverse workforce.
