About the Role

Peacekeeper (aka Flat Lining Violence Inspires Peace (FLIP)) Program uses a proven strategy to create a safe presence on Chicago's most highly impacted blocks. The model advances street outreach work by engaging high-risk individuals (program participants) who live in neighborhoods at a high risk for violence and provides them a daily stipend to be physically present on neighborhood “hotspots” and training to mediate and de-escalate conflict.

Participants have credibility and influence with local street groups and are viewed as trusted insiders who are native to hotspots and the community. This uniquely equips them to contribute to peace by engaging networks that engage in violence. Participants are also provided with support and resources for their own professional growth. At this time, the Institute for Nonviolence Chicago provides the FLIP Program in each of the three neighborhoods served (Austin, West Garfield Park and Back of the Yards).

Position Overview

Reporting to the Associate Director of Outreach & Intervention, the manager ensures all program requirements of the FLIP Program are met in Austin, West Garfield Park and Back of the Yards. The manager works closely with outreach departments, finance, data, and organizational leadership to continuously implement operational improvements, ensure compliance with grant requirements, and support positive participant outcomes. The manager ensures program participants receive necessary trainings to de-escalate conflict and job readiness resources to support personal professional growth upon completion of the program.

The ideal candidate is detail‑oriented, a natural problem‑solver, capable of implementing large‑scale projects and has a basic knowledge of the Community Violence Intervention (CVI) field and current neighborhood dynamics.

Essential Functions / Responsibilities
  • Program Operations & Administration
    • Participate in regular meetings with leadership, collaborate on implementation of the FLIP Program, and communicate daily with supervisor to ensure consistency across neighborhoods served by the Institute for Nonviolence Chicago.
    • Attend monthly budget meetings, maintain active communication with the finance department, and constantly monitor FLIP Program budget spending.
    • Oversee compliance with FLIP Program grant requirements by working closely with outreach, finance and data departments.
    • Oversee day‑to‑day operations of the FLIP Program by working alongside street outreach in each neighborhood.
      • Ensure all participants meet CP4P participant criteria, are screened for active warrants and are actively engaged with a case manager/life coach, as required.
      • Ensure that participant sign‑in sheets are reviewed, signed off, and submitted daily to support payment of participant stipends.
      • Review and approve requested expenses to support participants in line with internal purchasing process.
      • Conduct regular FLIP Program meetings in each neighborhood, reviewing individual participant needs and progress toward established goals.
      • Implement trainings for participants that take safety/street dynamics into consideration and support their personal and professional development, such as cognitive behavioral intervention (CBI), financial literacy, expungement, and job readiness skill building.
      • Regularly review program participant lists in all neighborhoods to ensure participants maintain program eligibility and no participant exceeds program enrollment time limit.
      • Oversee administrative onboarding of new participants to ensure all program requirements and paperwork are completed.
      • Support participants leaving the program moving into transitional job opportunities, work‑readiness programs or permanent job placement.
      • Conduct regular analysis of hotspots to ensure they align with current violence trends.
