Position Summary
Manages the day-to-day operations of an assigned public or affordable housing property, including resident relations, leasing, collections, maintenance coordination, financial performance, compliance support, and site administration.
Primary ResponsibilitiesDirect daily property operations, staff workflow, resident service, leasing activity, occupancy, rent collection, delinquency follow-up, and site administrative functions.
Monitor property income and expenses, approve invoices within delegated authority, support budget preparation, review monthly reports, and address variances with supervisory and accounting staff.
Coordinate maintenance, inspections, unit turns, preventive maintenance, vendor access, emergency response, and work-order follow-up to maintain safe and acceptable property conditions.
Ensure resident and applicant interactions, leasing practices, notices, files, recertification support, reasonable-accommodation processes, and documentation are handled consistently with Fair Housing and applicable program requirements.
Address resident concerns and lease-enforcement matters, conduct property meetings and inspections, prepare required reports, and elevate legal, safety, compliance, financial, or personnel issues appropriately.
Additional Duties: Performs other duties, special projects, coverage assignments, and responsibilities as needed or assigned to support property, resident, client, and organizational needs.
Required QualificationsFour or more years of progressively responsible property-management experience, preferably within public, affordable, subsidized, LIHTC, HUD-assisted, or voucher-supported housing.
Demonstrated knowledge of Fair Housing, leasing, collections, maintenance coordination, inspections, resident relations, budgeting, file documentation, and affordable-housing compliance practices.
Must hold a rent certification credential or be willing and able to obtain the required certification within two weeks of employment.
Strong computer proficiency in Microsoft 365, Yardi or comparable property-management software, work-order systems, spreadsheets, email, and electronic records.
Demonstrated customer-service, communication, conflict-resolution, organizational, and follow-through skills.
Ability to work on-site and travel between properties as required.
Associate or bachelor’s degree in business, real estate, housing, public administration, or a related field.
Experience with HUD, Chicago Housing Authority (CHA), LIHTC, Housing Choice Voucher, PBV, or other affordable-housing programs.
CAM, ARM, COS, HCCP, TCS, or comparable property-management or affordable-housing credential.
Experience supervising site staff or coordinating cross-functional property teams.
Experience with property budgeting, monthly financial reporting, inspections, recertifications, unit turns, and corrective-action follow-up.
Experience managing resident-service issues, lease enforcement, vendor coordination, and site-level operational reporting.
