Reporting to the Executive Director of Safety, Security and Emergency Preparedness, the District Director‑Security Operations and Compliance is responsible for directing all district‑wide security compliance functions, as well as providing administrative and project management expertise to executive and management‑level staff in support of the operations and initiatives of the Department of Safety and Security. The District Director serves as the District’s subject matter expert and primary resource on compliance with federally and state‑mandated campus safety and security requirements.
This position also assists in developing, evaluating, and refining safety and security functions, programs, and policies in support of the City Colleges of Chicago’s (CCC) mission. Performs related duties as assigned.
- Leads District-wide safety and security projects, security research, data analysis efforts, and system-wide compliance initiatives; completes district-wide reports and recommendations used to assess security operations, compliance, and institutional risk.
- Develops, disseminates and trains security staff on new district-wide security policies, rules, and regulations as needed, and regularly reviews and updates policies and procedures governing CCC’s safety and security operations, protocols, enforcement activities, regulatory compliance obligations, and reporting requirements.
- Evaluates District safety and security operations, identifying risk factors, compliance vulnerabilities, and emerging regulatory requirements, while prioritizing security initiatives across the District necessary to improve safety and security operations.
- Provides guidance to all colleges on compliance with federal and state campus safety and security requirements, including the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), Violence Against Women Act (VAWA), the Illinois Higher Education Campus Security Enhancement Act, and other applicable requirements.
- Directs the District’s compliance framework for campus security reporting and disclosure requirements and establishes standards for implementation across all colleges.
- Leads development of mandated District‑wide reports required by the Clery Act and other applicable State and Federal laws. Reviews and provides final approval to the colleges for all mandated submissions, ensuring the accuracy, completeness, consistency, and timeliness of institutional safety and crime reporting.
- Oversees District-wide Clery Act compliance, including campus crime reporting, incident classification, crime reporting processes, the preparation of annual security reports, and related documentation. Audits reporting practices, provides corrective guidance, and trains college security leadership on compliance requirements.
- Provides functional oversight to the Clery Compliance Coordinator and college security leadership regarding compliance requirements, reporting obligations, regulatory changes, and implementation of corrective actions.
